Water conservation: City could do more

Re "Hefty fines would make clear state is in severe drought" (Editorials, July 14): The city of Sacramento could do more to demonstrate that they are serious about water conservation. I have not heard of any efforts to amend city codes that:

1. Prevent residents from installing artificial turf in their yards

2. Require that the majority of unpaved front yards be covered with living vegetation.

There isn't even the "If it's yellow, let in mellow" campaign of previous dry periods.
