Water rules unclear

Re "$500-a-day water waste fine OK'd" (Page A1, July 16) and "Water runoff is city's fault" (Letters, July 16): There needs to be more clarity about the water rules. Does the day you're allowed to water your lawn apply also to the day you must wash your car?

The letter writer makes an excellent point about properties all being sloped down toward the gutters. Not only is it difficult to prevent front lawn runoff, but it will be impossible to prevent when washing a car in the driveway, even with a shut-off hose nozzle.
