Our water heroes and wasters

Re "Officials: Water rules are tough enough" (Page A1, July 17): The city of Folsom cut its usage by an amazing 31 percent and another water district, American Water Company of Sacramento had a 24 percent cut. This information comes from the State Water Resources Control Board.
However, look at the biggest water wasters in the state: the city of Santa Ana is up 64 percent, San Juan Capistrano is up 37 percent, Garden Grove up 32 percent and Rancho California Water District is up 21 percent. These top four water wasters are in Southern California. The only Northern California water waster in the top 10 was the San Francisco Public Utilities Commission, their usage up a sinful 19 percent.
It's no wonder SoCal wants those tunnels and our water. My suggestions: No lawns in any new homes built in the state and a moratorium on planting grapes and almonds. Everyone must help.
