"City on the lookout for wasted water" (Our Region, July 22): When we lived in San Jose during the drought years in the 1980s I remember the city had a way of getting the attention of flagrant water wasters. The violators would find a flow restrictor installed on their water line. A few weeks of very low water flow really got the attention of those allowing water sprinklers to run into the gutter, or other wasteful practices.
It proved to be really quite effective and more painful every day than a fine.
