Curbing repeat DUIs

Re "Ankle tags could curb UK drunks": I read the article about the use of ankle tags to limit excessive drinking by known offenders in the U.K. Why couldn't we use this technology to limit the number of repeat DUI offenders?

Taking their driver's license and allowing them to continue drinking only puts them back on the road and a danger to all. Only by monitoring their drinking habits will we keep them from hurting other people. I've read too many news articles about accidents with injuries that involve multiple DUI convicted drivers.
