Rationale for limiting gun store locations?

Re "West Sac may limit gun sales" (Our Region, Aug. 19): I don't recall ever buying a gun in West Sacramento and have no intentions of doing so, but I read the article with a great deal of interest. The question that came to my mind was "Why?"
The police have concerns about have a gun store located close to the library, day-care center, etc. They apparently haven't articulated the basis for those concerns, other than "not optimal," whatever that means.
The only conclusion I can draw is that the city's stance is a knee-jerk reaction based on popular media's ongoing portrayal of guns and gun owners in a negative light. In fact, the vast majority of guns in this country are used legally by people who obey the law.
So again, West Sac, what's the real reason?
