Viewpoints: So how can L.A. wean itself from distant water?

All three sources of water imports for Los Angeles – the Sacramento-San Joaquin Delta in Northern California, the eastern Sierra and the Colorado River – are maxed out and likely to decline with global warming. The risks of dependence are growing.
