The Senate and the Assembly's Select Committees on Improving State Government will hear today from ex-solons and current muckety-mucks on how the Legislature could alter the way it goes about its business. State Treasurer Bill Lockyer, State Inspector General Laura Chick and Legislative Analyst Mac Taylor are among those who'll talk about federal and state models as well as California's previous stabs at self-improvement. Also on the agenda: bipartisanship and long-range planning. Not necessarily in that order.

BILL WATCH
Gov. Arnold Schwarzenegger signed a bill Wednesday restoring the $16.3 million he cut from funding for 94 domestic violence shelters in the state. The money comes from a one-time loan, with interest, from the state's Alternative and Renewable Fuel and Vehicle Technology Fund, to be repaid by June 2013.
