Private engineers

The May revision lays out the governor's staffing plans for CalTrans, especially notable in light of the big push to build projects funded by Prop. 1B. In the plan, he says he intends to use private consulting engineers for 15 percent of the work next year, an increase from the 10 percent that has been the standard lately. Those numbers really mean he plans to use private firms for most of the Prop. 1B work since the state employee numbers are actually declining.
