The deal reportedly reached in the Senate does not sound like much of a victory for the Republicans. They apparently won a concession from Democrats to ban lawsuits against transportation bond projects on climate change grounds, until the state Air Resources Board adopts regulations on the issue. But there have been no such lawsuits, and the Republicans' real gripe, that global warming litigation might block private development, seems to have been left unaddressed. If that's all there is to it, this looks like a deal that could have been made a month ago. We'll have to wait and see the governor's vetoes. Perhaps he committed to a real $700 million in cuts rather than the half-real, half gimmicky list that was floating around earlier.
