Back when California was suffering through an electricity crisis, Texas was the bogey man, not only because of Enron, George Bush and Dick Cheney but because the Lone Star State had a system that seemed to be working. Not anymore. The Wall Street Journal's Rebecca Smith, who chronicled California's woes, writes that it's Texas that is suffering now.
