The latest on California politics and government

One factor driving Gov. Arnold Schwarzenegger's record-setting veto rate was the 136 bills he thumbed down because of the 2008 budget impasse.

Here's the generic veto message he wrote on them all:

"The historic delay in passing the 2008-2009 State Budget has forced me to prioritize the bills sent to my desk at the end of the year's legislative session. Given the delay, I am only signing bills that are the highest priority for California. This bill does not meet that standard and I cannot sign it at this time."

Some of the more talked-about legislation of the year was included in this batch of vetoes, including the bill authored by Assemblyman Bill Maze, R-Visalia, to ban animals in the laps of drivers. Democratic Sen. Jack Scott's Mylar balloon legislation (SB 1499) was also grounded with this reasoning.

Schwarzenegger even vetoed a dozen "committee bills," legislation authored not by a lawmaker but by a legislative committee. Such bills are generally among the least controversial each year.

Some lawmakers were particularly affected.

Democratic Assemblyman Tony Mendoza of Artesia had seven of his bills squashed because Schwarzenegger didn't deem them of "the highest priority."
