Lawmakers managed to muster the votes to pass some special-session budget legislation yesterday (including some action on the wrong bills), but left work to be done on some of the larger, more controversial components of the proposed partial deficit fix.

On tap for non-special session work today, both houses have a series of informational committee hearings scheduled, including an Assembly Health Committee probe into rate increases for California health insurance plans and a joint Judiciary Committee hearing on the state of the Fair Employment and Housing Act.
The Public Policy Institute of California is holding a noon forum on the potential impact Proposition 14 -- the June ballot measure to create an "open" primary system in which the top two vote-getters move on to a run-off election, regardless of party affiliation.
On the topic of Prop 14, the California Chamber of Commerce announced yesterday that its president Allan Zaremberg, along with leaders from the California arm of AARP and the California Alliance for Jobs, had signed a ballot argument in favor of the change.
Ballot arguments for and against the five measures slated for the June primary will be published today in the Secretary of State's Voter Information Guide.
