(text) under personal obligation to the lobbyist."

(text) When a married politician engages in a sexual affair it can cause the candidate to feel
(text) beholden to that partner. Elected officials in the past have have arranged financial gifts to their
(text) lovers and it is quite possible that a sitting legislator would find other ways of assisting a
(text) sexual partner, including support for legislation that a partner was lobbying on behalf of.

(text) Even if an elected official does not act in a quid pro quo manner, a lobbyist who engages in a
(text) sexual affair with a legislator is placing them under their personal obligation by providing
(text) sexual favors as a means of influence and/or by laying the groundwork for future extortion or
(text) blackmail.

(text) On September 8, 2009 the CBS News station KCAL aired video of the Assembly Appropriations 
(text) Committee wherein former Assemblymember Mike Duvall describes a sexual relationship he had
(text) with two lobbyists to Assemblymember Jeff Miller. That video is available on KCAL's website at:

(text) Based upon information Duvall provides in that video, the OC Weekly identified one of the 
(text) lobbyists as Heidi DeJong Barsuglia
(text) (http://blogs.ocweekly.com/navelgazing/breaking-news/oc-assemblyman-in-bed-with-lob/ ) The
(text) paper sites unnamed sources as having seen Duvall and Barsuglia "arm in arm" at political 
(text) fundraising events and shopping near the Capitol. One capitol staffer described the relationship
(text) between Duvall and Barsuglia as the "worst kept secret in Sacramento."

(text) An ABC7 story on 9/10/09 suggests the practice of lobbyists providing sexual favors in return
(text) for influence is not uncommon. http://abclocal.go.com/kgo/video?id=7009242 The story quotes
(text) a lobbyist who says "It's been going on for years. It makes my job tougher if I have to compete
(text) against someone who wants to engage in prostitution to get a piece of legislation passed."

(text) Duvall also names another lobbyist, who he referrs to only as "Char" as a sexual partner.
