The budget combatants have been quiet this week, which is probably the best sign that a deal is near. Insiders say Schwarzenegger has given some ground on higher education budget cuts and aid to counties to pay the wages for home care workers. Lawmakers and the governor are still at odds over pension reform and local government finance.
