Inspector General David Shaw, whose office has come under scrutiny for assigning sworn peace officer status to its lawyers and auditors, on Monday told the department's staff that he is retiring.

Acting Chief Deputy Inspector General Bruce Monfross will take over for the 54-year-old Shaw, whose last day on the job is Thursday, said Laura Hill, special adviser to the inspector general.

"He's retiring after many years of state service to move on to other opportunities," Hill told The State Worker.

The sudden announcement comes less than two years into Shaw's six-year term as the head of the Office of the Inspector General. The 150-employee, $26 million department investigates staff and management crimes, misconduct, waste, fraud and other abuses within the California Department of Corrections and Rehabilitation.

Lloyd Throne, director of the Department of Community Services and Development is leaving his post at the end of this month. Cliff Allenby, chairman of the Managed Risk Medical Insurance Board, will take over as acting director on May 3.

Throne made the announcement to staff in this e-mail last week.

As we reported in this Feb. 3 article, Community Services has had some problems with distributing federal money for weatherizing homes, a bureaucratic bottleneck that could wind up costing California $93 million in American Recovery and Reinvestment Act funds.

We asked department spokeswoman Maria Caudill about the circumstances of Throne's departure. She confirmed that his last day on the job will be April 30, but declined to say more.

"I'll pass your contact information on to the director," she said.

Raynor T. Tsuneyoshi, director of the California Department of Boating and Waterways, resigned from his post on Thursday, effective today.

The reason for Tsuneyoshi's departure isn't clear. "He made the decision to leave the department for personal reasons," Cal Boating spokeswoman Gloria Sandoval said.

Chief Deputy Director Lucia Becerra is now interim director, Sandoval said.

Before taking his state job, Tsuneyoshi worked for the US Department of Agriculture and was counsel to the Federal Maritime Commissioner for five years, covering legislative activities in international and domestic container shipping in Washington, D.C. In private business his shipping experience included running a company that brokered tug boat services, husbanded a fleet of Canadian ships and marketed environmental cleanup for oil spills.
