INFO: THE HIGHWAY PATROL HAS RECOMMENDED MISDEMEANOR RECKLESS DRIVING CAUSING BODILY INJURY BE FILED AGAINST SENATOR CAROLE MIGDEN (D-SAN FRANCISCO) AFTER SHE COLLIDED INTO THE REAR OF AN AUTOMOBILE ON HIGHWAY 12 IN SOLANO COUNTY LAST MONTH. THE PATROL'S INVESTIGATION FOUND SHE WAS DRIVING TOO FAST TO SLOW DOWN IN TIME TO AVOID THE REAR END COLLISION. THEIR INVESTIGATION ALSO FOUND SHE MADE AN UNSAFE TURNING MOTION AND STRUCK A GUARD RAIL ON INTERSTATE 80 IN VALLEJO. IN ADDITION TO RECOMMENDING CHARGES BE FILED, THE PATROL HAS REQUESTED THE DEPARTMENT OF MOTOR VEHICLES RE-EVALUATE HER DRIVING ABILITY. MIGDEN HAS ALREADY SENT A LETTER TO DMV DIRECTOR GEORGE VALVERDE INFORMING HIM THAT SHE IS NOT DRIVING UNTIL SHE IS MEDICALLY CLEARED TO DO SO. SHE HAS NOT ELABORATED ON WHAT THAT MEANS IN ATTEMPTS TO INTERVIEW THE SENATOR SINCE THE LETTER WAS SENT LAST WEEK. THE PATROL FOUND MIGDEN WAS NOT UNDER THE INFLUENCE OF ALCOHOL AND THAT THE ACCIDENTS RESULTED FROM INATTENTION DUE TO CELL PHONE USE. THE SENATOR STATED SHE BELIEVED MEDICATION SHE IS TAKING TO STAVE OFF LEUKEMIA MAY HAVE CONTRIBUTED TO THE COLLISION AND HER LACK OF MEMORY ABOUT THE COLLISIONS. MIGDEN IS IN SENATE FLOOR SESSION TODAY. HER PRESS SECRETARY IS ADAMANT THAT MIGDEN WILL NOT BE INTERVIEWED. THE SENATOR'S OFFICE ISSUED A STATEMENT, STATING MIGDEN WAS SORRY, AND WOULD NOT SHIRK RESPONSIBILITY FOR WHAT HAPPENED.

IN AN INFORMATIONAL HEARING LAST WEEK, EXPERTS ON REDISTRICTING EXPRESSED CONCERN THAT RANDOMLY SELECTED INDIVIDUALS MIGHT NOT BE FAMILIAR WITH 30 YEARS WORTH OF CASE LAW SURROUNDING THE VOTING RIGHTS ACT.

THOSE PEOPLE WOULD NOT BE ALLOWED TO HAVE HELD PUBLIC OFFICE OR BE RELATED TO ANYBODY IN OFFICE OR ON STAFF FOR A PUBLIC OFFICIAL. 11 COMMISSIONERS WOULD BE SELECTED BY THE SECRETARY OF STATE, REPRESENTING ALL GEOGRAPHIC AREAS OF THE STATE AND ITS VARIOUS ETHNIC GROUPS, AND THEY WOULD HAVE 11 ALTERNATES. COMMISSION MEMBERSHIP WOULD INCLUDE 4 DEMOCRATS, 4 REPUBLICANS AND 3 MEMBERS OF NEITHER PARTY.

3. DOG PROTEST VO/SOT

LIVE: DOG OWNERS FROM THROUGHOUT THE STATE PROTESTED THE ANNIVERSARY OF ONE LAW'S PASSAGE AND THE PENDING LEGISLATION MANDATING NEUTERING AND SPAYING. THEIR DOGS ALSO ATTENDED THE DEMONSTRATION ON THE CAPITOL LAWN.
