1. ILLEGAL STREET RACING VO/SOT

LIVE: TWO CALIFORNIA POLICE DEPARTMENTS AND THE HIGHWAY PATROL WILL SPLIT 4 POINT 4 MILLION DOLLARS IN FEDERAL GRANTS TO CRACK DOWN ON ILLEGAL STREET RACING. THE GRANT PROGRAM WAS ANNOUNCED BY STATE TRAFFIC SAFETY OFFICIALS AND POLICE OFFICERS AT THE SCENE OF A STREET RACING FATALITY IN FOLSOM, A SUBURB OF THE CAPITAL CITY.

SUPER: TODAY/FOLSOM

VO: (:25) POLICE IN IRWINDALE AND ONTARIO WILL TRAIN OFFICERS IN SOUTHERN CALIFORNIA AND ELK GROVE POLICE WILL TRAIN NORTHERN CALIFORNIA POLICE TO SPOT ILLEGAL MODIFICATIONS TO CARS THAT MAKE THEM GO FASTER AND ARE TYPICALLY INSTALLED BY STREET RACERS. THE DIRECTOR OF THE OFFICE OF TRAFFIC SAFETY SAYS A PRIOR GRANT FOR FIVE MILLION DOLLARS HELPED INCREASE CITATIONS ON MODIFIED CARS. THE DIRECTOR OF CONSUMER AFFAIRS WHICH OVERSEES THE BUREAU OF AUTOMOTIVE REPAIR SAYS THESE CARS ALSO VIOLATE STATE SMOG STANDARDS.

SUPER: CHRISTOPHER MURPHY/DIRECTOR/CALIFORNIA OFFICE OF TRAFFIC SAFETY

SOT: (:15)

SAYS: "WE HAVE DONE AND PREVENTED MANY STREET RACING CRASHES WITH THE 7500 CITATIONS THAT WERE WRITTEN AS COMPARED TO 5 TO 600 PRIOR TO THAT TIME, THERE IS NO DOUBT WE HAVE SAVED LIVES."

SUPER: CARRIE LOPEZ/DIRECTOR/CALIFORNIA DEPARTMENT OF CONSUMER AFFAIRS

SOT: (:30)

SAYS: "THROUGH THE BUREAU, WE REGULATE ALL SMOG CHECKS, FOR EVERY VEHICLE IN THE STATE, AND WE PUT A LOT OF PRESSURE ON INDIVIDUAL CONSUMERS TO DO THEIR PART IN MANAGING THE EMISSIONS COMING FROM THEIR CAR AND TO ADD TO THE CLEAN AIR OF THE STATE. THESE MODIFIED VEHICLES ARE GIVING OFF SOMETIMES MORE THAN 25 TIMES THE AMOUNT OF EMISSIONS THAT WERE ORIGINALLY DESIGNED AND WE FEEL THAT'S AN AFFRONT TO THE EFFORT THAT ALL DRIVERS ARE MAKING IN THE STATE TO IMPROVE THE AIR QUALITY."

VO TAG: THE CITE OF TODAY'S ANNOUNCEMENT IS NEAR THE SPOT WHERE A SECOND GRADE TEACHER, SUSAN MCNEW FROM BLUE OAKS ELEMENTARY SCHOOL IN NEARBY CAMERON PARK, WAS KILLED BY ILLEGAL STREET RACERS IN JANUARY. THE STATE OFFICE OF TRAFFIC SAFETY ESTIMATES 100 PEOPLE ARE KILLED AS A RESULT OF STREET RACING STATEWIDE.

EXTRA BITES:

SUPER: CHRISTOPHER MURPHY/DIRECTOR/CALIFORNIA OFFICE OF TRAFFIC SAFETY

SOT: (:18)

SAYS: "I CALL ON ALL PARENTS TO DO A BETTER JOB OF MONITORING OR CHILDREN'S DRIVING HABITS. IF YOUR CHILD HAS AN INHERENT NEED FOR SPEED AND YOUR CHILD HAS RECEIVED A SPEEDING TICKETS, YOU NEED TO DO THE RIGHT THING AND THAT'S EITHER RESTRICT OR REMOVE THEIR DRIVING PRIVILEGES."

SUPER: CORPORAL JEFF HIGBEE/ONTARIO POLICE DEPARTMENT

SOT: (:26)

SAYS: "PART OF THIS PROGRAM AND WE BEGAN IT TWO YEARS AGO AND PART OF THAT PROGRAM IS IF YOU'RE OUT THERE RACING YOU COULD HAVE YOUR CAR FORFEITED AND SEIZED AND END UP LIKE THOSE SIX CARS DID YESTERDAY OR WEDNESDAY IN THE TOW YARDS, WITH YOUR CAR BEING CRUSHED AND WE SHOW THEM THE VIDEOS AND IF THAT'S NOT ENOUGH OF A DETERRENT, THESE KIDS THAT'S ALL THEY HAVE TO KEEP THEM FROM RACING....."

SUPER: CHIEF ROBERT SIMMONS/ELK GROVE POLICE DEPARTMENT

SOT: (:13)

SAYS: "WE AREN'T OFTEN ABLE TO DETECT THEM ON A NORMAL VEHICLE STOP UNLESS THEY HAVE THE TRAINING NECESSARY TO BE ABLE TO IDENTIFY WHEN A VEHICLE'S BEEN MODIFIED AND WHEN IT'S BEEN MODIFIED FOR RACING."

2. DELTA SMELT HEARING VO/SOT

LIVE: A FEDERAL JUDGE IS STILL HEARING ARGUMENTS TO DETERMINE WHETHER THE PUMPING STATIONS THAT SUPPLY WATER TO CALIFORNIANS IN THE BAY AREA, CENTRAL VALLEY AND SOUTHERN CALIFORNIA SHOULD SLOW THEIR OPERATIONS TO PROTECT ENDANGERED DELTA SMELT. THAT CASE IS BEING HEARD IN FRESNO.

SUPER: DEPARTMENT OF WATER RESOURCES VIDEO

SUPER: FILE

VO: (:20) THE NATURAL RESOURCES DEFENSE COUNCIL ASKED FOR A TEMPORARY RESTRAINING ORDER TO LIMIT PUMPING AND REDIRECT RIVER FLOWS TO KEEP SMELT FROM GETTING TRAPPED IN THE PUMPS AND KILLED. THE PUMPS SEND WATER FROM THE SACRAMENTO-SAN JOAQUIN RIVER DELTA TO 25 MILLIONS FOR DRINKING AND WATERING CROPS. PUMPING WAS STOPPED LAST MONTH AND SCALED BACK BUT STATE WATER OFFICIALS FEAR SLOWING THE PUMPS MORE THAN THEIR CURRENT SPEED DURING THE SUMMER MONTHS WILL BE ESPECIALLY DETRIMENTAL TO THE LIVERMORE AREA OF THE SAN FRANCISCO BAY REGION AND CENTRAL VALLEY FARMERS.

SUPER: CARL TORGERSEN/DIVISION OF OPERATION AND MAINTENANCE CHIEF/DEPARTMENT OF WATER RESOURCES

SOT: (:18)

SAYS: "THE PROBLEM IS, THE AGRICULTURAL USERS NEED THEIR WATER NOW. THEY'RE PEAKING IN THEIR DELIVERIES AND THEIR DEMANDS AND IF WE WERE TO SHUT DOWN A PORTION OF THAT. THEN WE'RE THINKING THERE MIGHT BE SOME CROP LOSSES AND CONSEQUENTLY ECONOMIC LOSSES, POSSIBLY SIGNIFICANT."

SUPER: TODAY/RESOURCES AGENCY/SACRAMENTO

VO TAG: IF THE JUDGE ISSUES THE TEMPORARY RESTRAINING ORDER, IT WILL NOT LIKELY TAKE EFFECT BEYOND THE MIDDLE OF JULY. AT THAT TIME, THE TEMPERATURE IN THE DELTA WILL BE TOO WARM FOR THE FISH AND THOSE THAT WILL SURVIVE WILL HAVE MIGRATED TO COOLER WATERS IN THE WESTERN DELTA.

EDITOR'S NOTE:

AS OF CTNS DEADLINE, THE JUDGE HAD NOT RULED. CALL VENUS FOR UPDATES.

EXTRA BITES:

SUPER: CARL TORGERSEN/DIVISION OF OPERATION AND MAINTENANCE CHIEF/DEPARTMENT OF WATER RESOURCES

SOT: (:21)

SAYS: "IT'S BEEN DRY IN SOUTHERN CALIFORNIA TO BEGIN WITH, WE DO HAVE AS FAR AS THE STATE WATER PROJECT WE DO HAVE STORAGE IN OUR TERMINAL RESERVOIRS IN SOUTHERN CALIFORNIA, AND WHILE SOUTHERN CALIFORNIA CUSTOMERS HAVE BEEN ASKED BY THEIR DISTRICTS TO CONSERVE, WE'RE NOT SURE IT WOULD HAVE AS BIG AN IMPACT IN THE SHORT TERM AS IT WOULD ON THE AGRICULTURAL CONTRACTORS."

REGARDING LIVERMORE AREA WHICH WOULD BE WORST EFFECTED BY DECISION.

SOT: (:19)

SAYS: "NOW IF WE'RE UNABLE TO MOVE WATER THROUGH SOUTH BAY EVEN AT A REDUCED LEVEL THEY COULD DRY UP AND THERE COULD BE SOME AGRICULTURAL LOSSES AND SEVERE CUT BACKS IN DOMESTIC WATER FOR A CERTAIN GROUP OF CONTRACTORS, NOT THE ENTIRE SOUTH BAY SYSTEM. BUT THERE COULD BE SOME IMPACTS IN ABOUT A WEEK AND A HALF, TWO WEEKS."

3. PRODUCT LABELING VO/SOT

LIVE: AN INFORMATIONAL HEARING ABOUT TRUTH IN LABELING FOR FOOD PRODUCTS REVEALED SOME STATISTICS THE STATE SENATE AGRICULTURE COMMITTEE CHAIR FOUND ALARMING. SENATOR ABEL MALDONADO CALLED FOR TODAY'S HEARING IN SALINAS TO LEARN MORE ABOUT LABELING TO INDICATE COUNTRY OF ORIGIN AND ORGANIC FOOD PRODUCTS.

SUPER: TODAY/CALIFORNIA PUBLIC INTEREST RESEARCH GROUP/SACRAMENTO

SUPER: FILE

VO: (:20)

SENATOR MALDONADO WAS ALARMED TO LEARN ABOUT A ONE MONTH COMPARISON BETWEEN CANADIAN AND CHINESE IMPORTS. OUT OF THE ONE PERCENT OF IMPORTS THAT ARE INSPECTED, 40 PRODUCTS FROM CANADA WERE REJECTED, AND 130 FROM CHINA WERE REJECTED .. WITH FIVE TIMES MORE PRODUCT RECEIVED FROM CANADA. SOME OF THOSE REJECTS WERE FOR SALMONELLA, ILLEGAL PESTICIDES, ILLEGAL BACTERIA, AND WHAT THE FOOD AND DRUG ADMINISTRATION TERMED "POISONOUS." THE LEGISLATIVE DIRECTOR OF THE CALIFORNIA PUBLIC INTEREST RESEARCH GROUP FAVORS LABELING PRODUCTS WITH THEIR COUNTRY OF ORIGIN SO CONSUMERS CAN GET MORE INFORMATION ON THE PRODUCTS THEY BUY, ESPECIALLY FOLLOWING THE MELAMINE IN PET FOOD PROTEIN AND BATTERY ACID IN TOOTHPASTE TRACED BACK TO CHINA THAT SPARKED NATION WIDE RECALLS.

SUPER: STEVE BLACKLEDGE/LEGISLATIVE DIRECTOR/CALIFORNIA PUBLIC INTEREST RESEARCH GROUP

SOT: (:21)

SAYS: "SOME CONSUMERS MAYBE ONLY LOOK AT PRICE AND ANYTHING THAT WOULD JACK UP THE PRICE EVEN A LITTLE BIT THEY'D KIND OF GO, OH, THAT'S NOT WORTH IT. BUT IN GENERAL CONSUMERS FROM THE POLLING WE'VE DONE AND THE CONVERSATIONS WE'VE HAD, CONSUMERS ARE WILLING TO PAY A LITTLE BIT MORE TO HAVE GOOD INFORMATION AND TO KNOW THAT THE PRODUCTS ARE SAFER AND HEALTHIER AND THAT THERE AREN'T LONGER TERM PROBLEMS AS A RESULT OF BUYING A PRODUCT."

VO TAG: SENATOR MALDONADO'S SPOKESWOMAN SAYS THE SENATOR IS ALSO CONCERNED THAT REJECTED PRODUCT MAY GET SHIPPED BACK TO CHINA AND RE-SENT TO THE UNITED STATES AND BE AMONG THE 99 PERCENT OF PRODUCT THAT DOESN'T GET INSPECTED. THE SENATOR PLANS MORE HEARINGS TO DETERMINE WHAT IF ANY STATE LEGISLATION IS NEEDED TO PREVENT TAINTED IMPORTS FROM ENTERING THE CALIFORNIA. SENATOR DEAN FLOREZ WHO CHAIRS THE FOOD BORNE ILLNESS SELECT COMMITTEE SAYS LEGISLATION TO REQUIRE COUNTRY OF ORIGIN LABELING IS IN ORDER BUT HAS NOT INTRODUCED IT.

EXTRA BITES:

SUPER: STEVE BLACKLEDGE/LEGISLATIVE DIRECTOR/CALIFORNIA PUBLIC INTEREST RESEARCH GROUP

SOT: (:29)

SAYS: "IT IS WORTH IT TO HAVE THE INFORMATION AND I TEND TO NOT BELIEVE ARGUMENTS THE INDUSTRY AND OTHER FOLKS GIVE WHEN THEY SAY IT'S GONNA JACK THE PRICE UP BY SOME EXORBITANT AMOUNT WHEN IN REALITY IT'S MINIMAL, IF AT ALL SO. CERTAINLY YOU'D WANT TO FACTOR IN COST AND THAT'S PART OF THE EQUATION FOR REGULATORS OR ANYONE WHO'S LOOKING AT THIS BUT I TEND TO LOOK AT WHEN PEOPLE SAY IT'S GONNA DOUBLE PRICES OR ONE AND A HALF TIMES PRICES, I TEND TO DISCOUNT THAT."

SOT: (:28)
