1. TAHOE FIRE/STATE OF EMERGENCY VO/SOT

LIVE: LIEUTENANT GOVERNOR JOHN GARAMENDI TODAY SIGNED A STATE OF EMERGENCY DECLARATION FOR EL DORADO COUNTY DUE TO THE ANGORA FIRE BURNING NEAR LAKE TAHOE. WHILE STATE AND FEDERAL RESOURCES HAVE BEEN MOBILIZED TO FIGHT THE FIRE THAT BROKE OUT YESTERDAY AFTERNOON, THE EMERGENCY DECLARATION WILL HELP THE STATE AND LOCAL DEPARTMENTS RECEIVE REIMBURSEMENT FOR THE FIRE IN THE NATIONAL FOREST.

SUPER: TODAY/STATE CAPITOL/SACRAMENTO

SUPER: LAST NIGHT/EL DORADO COUNTY

VO: (:20) THE DIRECTOR OF THE OFFICE OF EMERGENCY SERVICES SAYS A FEDERAL EMERGENCY MANAGEMENT AGENCY GRANT SHOULD ENABLE THE FEDERAL GOVERNMENT TO REPAY 75 PERCENT OF THE COSTS TO DATE OF FIRE SUPPRESSION. THE FIRE IS BURNING ABOUT TWO MILES FROM THE CITY OF SOUTH LAKE TAHOE. THE GOVERNOR IS IN EUROPE AND SPOKE WITH ACTING GOVERNOR GARAMENDI THIS MORNING FOR 23 MINUTES ABOUT THE FIRE SITUATION IN THE TAHOE BASIN.

SUPER: LIEUTENANT GOVERNOR JOHN GARAMENDI/ACTING GOVERNOR/D-WALNUT GROVE

SOT: (:35)

SAYS: "THIS IS A VERY DIFFICULT DAY FOR PEOPLE IN TAHOE AND FOR THOSE OF US WHO KNOW AND LOVE THAT PLACE. I DO WANT TO THANK THE GOVERNOR'S OFFICE AND GOVERNOR'S OFFICE OF EMERGENCY SERVICES AND THANK THE FIREFIGHTERS WHO ARE DOING THE VERY BEST THEY CAN IN A DANGEROUS SITUATION. I WILL SIGN THIS PROCLAMATION HERE IN A FEW MOMENTS, AND THEREBY MOVE ONE STEP CLOSER TO GETTING THE FEDERAL FINANCIAL ASSISTANCE IN PLACE. THE ACTUAL RESOURCES, FIREFIGHTING EQUIPMENT ARE ALREADY IN PLACE."

SUPER: KEN PIMLOTT/ASSISTANT DEPUTY DIRECTOR/CAL-FIRE

SOT: (:19)

SAYS: "THERE ARE FOLKS, I DON'T KNOW FOR A FACT, BUT WE HAVE REALLY NOT SEEN A FIRE OF THIS MAGNITUDE WITH THIS STRUCTURE LOSS FOR AT LEAST 100 YEARS. FOLKS ARE TELLING ME, THE LAST FIRE OF SIGNIFICANCE THERE IN THE BASIN WAS THE TRAM FIRE THERE AT HEAVENLY FIRE. FOUR OR FIVE YEARS AGO."

VO TAG: DAMAGE ESTIMATES TO AT LEAST 150 HOMES AND OTHER BUILDINGS LOST IN THE FIRE ARE IN THE HUNDREDS OF THOUSANDS. THE LAKE TAHOE AREA IS A POPULAR DESTINATION FOR FOURTH OF JULY TRAVELERS, MANY OF WHOM PLANNED TO BEING THEIR VACATIONS THIS COMING WEEKEND. AS OF NOW, U-S HIGHWAY 50 IS CLOSED TO ALL BUT EMERGENCY VEHICLES FROM POLLOCK PINES IN LOWER EL DORADO COUNTY, TO THE AREA WHERE THE FIRE IS BURNING NEAR THE LAKE.

EXTRA BITES:

SUPER: DAVID HILLMAN/FIRE PREVENTION AND LAW ENFORCEMENT CHIEF/CAL-FIRE

SOT: (:16)

SAYS: "I'M A LITTLE CONCERNED, IT'S REALLY EARLY IN THE SEASON TO BE DOING THIS, ESPECIALLY AT THE ELEVATION THAT THE TAHOE BASIN IS IN. WE'VE GOT A MAJOR FIRE GOING ON IN KERN COUNTY RIGHT NOW, WE'VE HAD BIG FIRES ALREADY THIS SUMMER AND IT'S NOT EVEN JULY FIRST YET SO EVERY WILD LAND FIRE AGENCY IN CALIFORNIA IS REALLY CONCERNED."

SOT: (:21)

SAYS: "THE FUEL CONDITIONS OUT IN THE WILD LANDS HAS BEEN BUILDING FOR THE LAST FIVE YEARS. THIS ISN'T JUST SOMETHING THAT POPPED ONTO US THIS YEAR, THIS LAST WINTER WITH THE FROST WE HAD AND THE LACK OF RAINFALL HAS REALLY EXACERBATED THE FUEL CONDITION, SO OUR CONCERN IN THE MOUNTAINOUS AREAS HAS BEEN BUILDING FOR A WHILE AND I'M AFRAID THIS MAY BE THE CULMINATION OF IT."

SUPER: SENATOR DAVE COX/R-FAIR OAKS

SOT: (:29)

SAYS: "I DO IN FACT LOOK FORWARD TO GETTING UP THERE BUT I DO IN FACT WANT TO ASK THOSE TO HEED THE REQUEST OF THE LOCAL JURISDICTIONS AND THAT IS IF YOU DON'T HAVE ANY BUSINESS THERE, THERE'S NO NEED FOR YOU TO GO UP AND SO FROM THAT STANDPOINT ULTIMATELY ALONG WITH OTHERS I WILL GO UP AND TAKE A LOOK IN FACT I DON'T WANT TO TAKE AWAY ANY RESOURCES THAT COULD BE USED FOR DOING SOMETHING ELSE."

SUPER: LIEUTENANT GOVERNOR JOHN GARAMENDI/ACTING GOVERNOR/D-WALNUT GROVE

SOT: (:22)

SAYS: "IN THE BASIN THERE'S BEEN AN EFFORT BY BOTH THE STATE AND FEDERAL GOVERNMENT AND BY THE LOCAL COMMUNITIES TO DO THINNING AND DO FOREST MANAGEMENT. IS IT AGGRESSIVE ENOUGH? THERE'S NEVER ENOUGH, BUT YOU HAVE TO REMEMBER WHEN MOTHER NATURE SAYS YOU'RE GOING TO HAVE LOW HUMIDITY AND HIGH WINDS, EVEN IN OPEN GRASSLAND AREA, YOU'VE GOT SERIOUS FIRE POTENTIAL."

SOT: (:14)

SAYS: "TAHOE IS PART OF MY LIFE SINCE I WAS A KID AND TO SEE THIS HAPPENING THERE IS TRAGIC, BUT IT WAS EXPECTED THAT IT WOULD HAPPEN, THAT'S WHY WE STARTED THE THINNING PROGRAM AND THAT'S WHY WE CALL ON HOME OWNERS TO PROTECT THEMSELVES."

SOT: (:15)

SAYS: "NOW, HOPEFULLY THE WEATHER'S CHANGING TODAY AND HOPEFULLY IT'LL BE WELL UNDER CONTROL OR EVEN OUT BY THE TIME THE FOURTH OF JULY WEEKEND COMES UP WHICH IS FIVE, FOUR DAYS FROM NOW."

2. ILLEGAL FIREWORKS VO/SOT

LIVE: STATE FIRE OFFICIALS ARE WARNING CALIFORNIANS NOT TO USE FIREWORKS THAT DON'T HAVE THE STATE FIRE MARSHALL LOGO ON THEM THIS UPCOMING FOURTH OF JULY. THE SEAL INDICATES FIREWORKS THAT ARE LEGAL FOR USE IN CALIFORNIA CITIES COUNTIES WHICH ALLOW FIREWORKS.

SUPER: TODAY/SACRAMENTO FIRE DEPARTMENT

VO: (:30)

THE LEGAL FIREWORKS ARE DEEMED SAFE BY THE STATE FIRE MARSHALL. OTHER FIREWORKS THAT ARE LEGAL IN OTHER STATES ARE NOT LEGAL IN CALIFORNIA. STATE AND SACRAMENTO FIRE OFFICIALS DISPLAYED THOSE THAT ARE ILLEGAL ... SOME OF WHICH WERE SEIZED FROM A BUST IN ALAMEDA COUNTY INVOLVING WIDESPREAD INTERNET SALES ON CRAIG'S LIST, AND THE STATE'S FIRE PREVENTION CHIEF SAID THERE WAS AN ONGOING BUST TODAY IN SOUTHERN CALIFORNIA.

SUPER: DAVID HILLMAN/FIRE PREVENTION AND LAW ENFORCEMENT CHIEF/CAL-FIRE

SOT: (:25)

SAYS: "WHAT WE STARTED OUT WITH PEOPLE WITH A TRUNK LOAD OF FIREWORKS A MONTH AGO GOING INTO NEVADA, COMING INTO CALIFORNIA, ALONG THE SAN BERNARDINO COUNTY BORDER. NOW IT HAS TURNED INTO U-HAUL TRUCKS, AND LAST WEEKEND WE PICKED UP A TRACTOR TRAILER RIG SET OF DOUBLES. SO IT'S THE NORMAL PROCESS OF BUSINESS, BUT THEY'RE USING IT TO BRING ILLEGAL PRODUCTS INTO CALIFORNIA."

VO TAG: SENATOR RON CALDERON HAS PROPOSED LEGISLATION TO INCREASE FINES FROM THE CURRENT FIVE THOUSAND DOLLAR LIMIT TO UP TO 50 THOUSAND DOLLARS FOR POSSESSION OF FIREWORKS THAT ARE BANNED IN CALIFORNIA. THE SENATE APPROPRIATIONS COMMITTEE ESTIMATES COSTS FOR THE BILL EXCEPT FOR ABOUT 1500 DOLLARS PER YEAR WILL BE OFFSET BY FINES GENERATED BY THE NEW LAW.

EDITOR'S NOTE:

CALDERON'S BILL IS AB-839.

EXTRA BITES:

SUPER: DAVID HILLMAN/FIRE PREVENTION AND LAW ENFORCEMENT CHIEF/CAL-FIRE

SOT: (:19)

SAYS: "AS WE SPEAK TODAY, THERE'S A MULTI AGENCY TASK FORCE WORKING IN SOUTHERN CALIFORNIA THAT IS LOOKING AT A FIREWORKS INTERDICTION PROGRAM. TODAY WE HAVE TAKEN 30 TONS OF ILLEGAL FIREWORKS COMING INTO CALIFORNIA AND WE EXPECT THAT NUMBER TO GROW TO OVER 100 TONS."

SOT: (:19)

SAYS: "WHETHER IT'S AN EXTREMELY AGGRESSIVE STANCE THE FIRE TASK FORCE HAS TAKEN OR MAYBE JUST A FIRE DEPARTMENT IN FRESNO CALIFORNIA GOING OUT AND PATROLLING ON THAT NIGHT, EVERY FIRE DEPARTMENT, EVERY LAW ENFORCEMENT AGENCY IS DOING SOMETHING ON FOURTH OF JULY PERIOD. AND USUALLY FOR THE WEEK BEFORE AND THE WEEK AFTER."

SUPER: CAPTAIN LUPE RAMIEREZ/CAL-FIRE
