VO TAG: THE SENATE CONVENED TODAY, WITH NO DISCUSSION OF THE BUDGET. THEY VOTED TO CONFIRM THE DEPARTMENT OF CORRECTIONS SECRETARY AND UNDERSECRETARY. THE ASSEMBLY DID NOT CONVENE FOR FLOOR SESSION. TODAY, SENATOR PERATA CALLED FOR A FIVE BILLION DOLLAR GENERAL OBLIGATION BOND MEASURE IN 2008 THAT WOULD BE DIVIDED BETWEEN DIFFERENT REGIONS OF THE STATE TO USE FOR DAMS OR GROUNDWATER STORAGE OR CONSERVATION. DAM CONSTRUCTION WOULD REQUIRE A LOCAL MATCH FOR ANY STATE DOLLARS GRANTED. PERATA HAS LEGISLATION THIS YEAR THAT DEDICATES ONE BILLION DOLLARS OF EXISTING WATER BOND MONEY TO RAISING THE WALLS AT EXISTING DAMS, GROUNDWATER STORAGE AND CONSERVATION.

LIVE: THE CALIFORNIA AIR RESOURCES BOARD TODAY HEARD TESTIMONY FROM BUSINESS OWNERS AND ENVIRONMENTALISTS ABOUT PROPOSED NEW REGULATIONS TO LIMIT DIESEL EMISSIONS FROM CONSTRUCTION VEHICLES BY 2020. BUSINESSES SAY THEY WANT TO MEET THE GOAL, BUT NEED MORE TIME.

VO: (:20) MEMBERS OF THE COALITION TO BUILD A CLEANER CALIFORNIA TESTIFIED AT A WORKSHOP CONDUCTED BY AIR RESOURCE BOARD STAFF THIS MORNING. THEY SAY IT WILL COST BETWEEN THREE AND THREE POINT FOUR BILLION DOLLARS TO INSTALL VEHICLES THAT EMIT LESS POLLUTION, AND THE ENGINES THAT ENABLE THEM TO DO SO WON'T EVEN BE AVAILABLE UNTIL 2015. ENVIRONMENTALISTS WHO WANT THE AIR RESOURCES BOARD TO MAINTAIN THE 2020 TARGET DATE SAY THERE ARE FILTERS THAT CAN BE USED TO REDUCE EMISSIONS BY 85 PERCENT THAT ARE CURRENTLY AVAILABLE.

THEY NEED THESE RULES TO GET THERE."

IN THE LAST TWO YEARS, COMPANIES HAVE COME OUT WITH RETROFIT DEVICES THAT ARE AFFORDABLE ON THOSE UNCONTROLLED ENGINES WILL REDUCE IT BY 85 PERCENT."

3. ARMY CORPS CHANGING OF GUARD VO/SOT

LIVE: THE SACRAMENTO REGION'S ARMY CORPS OF ENGINEERS HAS A NEW COMMANDER. THE COMMAND WAS SHIFTED FROM THE FORMER TO CURRENT COLONEL IN A CEREMONY ON THE STATE CAPITOL GROUNDS THIS MORNING.

VO: (:25) COLONEL RONALD LIGHT GAVE UP THE POST TODAY TO COLONEL THOMAS CHAPMAN, AFTER THREE YEARS IN SACRAMENTO. THE SACRAMENTO DISTRICT OF THE ARMY CORPS WAS FORMED IN 1929. IT IS CHARGED WITH CONSTRUCTION AND MAINTENANCE OF LEVEES AND OTHER FLOOD CONTROL PROJECTS IN THE SIERRA NEVADA WATERSHED. SUPER: LIEUTENANT COLONEL JIM PORTER/ARMY CORPS OF ENGINEERS
