THE SENATE WILL CONVENE THIS AFTERNOON AT THREE O'CLOCK TO VOTE ON THE STATE BUDGET WHICH IS 20 DAYS OVERDUE. THE ASSEMBLY PASSED THE FINAL TRAILER BILL TO THIS BUDGET THIS MORNING AT ABOUT 4:30. THE 15 TRAILER BILLS ARE REQUIRED TO ENACT THE SPENDING PROVISIONS IN THE ACTUAL BUDGET. DEMOCRATS AND REPUBLICANS IN THE SENATE HAVE TAKEN ISSUE WITH A PACKAGE OF TAX BREAKS THAT THE DEMOCRATIC AND REPUBLICAN LEADERS IN THE ASSEMBLY AGREED TO LATE LAST NIGHT, THAT WERE NOT DISCUSSED WITH THE TWO SENATE LEADERS. THE BUDGET APPROVED IN THE ASSEMBLY LAST NIGHT BY TWO MORE THAN THE MINIMUM NUMBER OF VOTES PROVIDES A 3.35 BILLION DOLLAR RESERVE, DOES NOT PROVIDE A COST OF LIVING ADJUSTMENT FOR THOSE IN WELFARE TO WORK PROGRAMS, AND SHIFTS 1.1 BILLION IN GAS TAX FUNDS FOR PUBLIC TRANSIT TO THE GENERAL FUND. KINDERGARTEN THROUGH 12TH GRADE EDUCATION WAS NOT CUT. SENATORS HAD CONVENED AT 11 THIS MORNING AND HAVE BEEN DISCUSSING PROVISIONS OF THE BUDGET IN DEMOCRATIC AND REPUBLICAN CAUCUS MEETINGS SINCE THEN.

A STATE COMMISSION INTENDED TO ENCOURAGE COOPERATION BETWEEN GOVERNMENT AND PRIVATE INDUSTRY TO CREATE JOB GROWTH IN CALIFORNIA IS GETTING A NEW START AT THE STATE CAPITOL. THE COMMISSION FOR ECONOMIC DEVELOPMENT WAS STARTED IN 1971 BUT PAST ADMINISTRATIONS HAD NOT APPOINTED COMMISSIONERS.

THE LIEUTENANT GOVERNOR AND OTHER COMMISSIONERS SAY THEY WANT THE COMMISSION TO EXAMINE PUBLIC PRIVATE PARTNERSHIPS AND EXPANDING OPPORTUNITIES FOR BUSINESSES AND INCREASING VOCATIONAL EDUCATION IN HIGH SCHOOLS AND COMMUNITY COLLEGES.

3. JUVENILE JUSTICE CADETS GRADUATE VO/SOT

FORTY THREE CADETS GRADUATED THIS MORNING FROM THE STATE'S ACADEMY FOR TRAINING JUVENILE CORRECTIONS OFFICERS, DESPITE EFFORTS TO REDUCE THE SIZE OF THE JUVENILE JUSTICE SYSTEM. AN ACADEMY CAPTAIN SAYS THE NEW GUARDS AND COUNSELORS ARE NEEDED TO IMPROVE THE DIVISION OF JUVENILE JUSTICE' REHABILITATION EFFORTS.

THE CLASS THAT COMPLETED ITS 16-WEEK PROGRAM TODAY INCLUDED CADETS TRAINED TO BE YOUTH CORRECTIONAL OFFICERS, YOUTH CORRECTIONAL COUNSELORS, AND CASE WORKER SPECIALISTS. THEIR COURSE WORK INCLUDED PEACE OFFICER STANDARD TRAINING, CLASSES FOR THE SPECIAL NEEDS OF JUVENILE OFFENDERS, AND JUVENILE JUSTICE LAW. DURING THE PAST FEW YEARS, FOLLOWING THE SETTLEMENT OF THE 2003 FARRELL VERSUS HARPER LAWSUIT AND COUNTY-LEVEL EFFORTS TO RETAIN NON-VIOLENT JUVENILE OFFENDERS RATHER THAN SEND THEM TO STATE JUVENILE FACILITIES, THE NUMBER OF JUVENILE INMATES IN THE STATE SYSTEM HAS DROPPED FROM A HIGH OF ABOUT 10,000 TO CLOSE TO 2500 TODAY.

STARTING NEXT WEEK, HANDLERS OF SPINACH AND OTHER LEAFY GREEN VEGETABLES WHO ADHERE TO ESTABLISHED STANDARDS WILL BEGIN USING ITS MARK, INDICATING A SEAL OF APPROVAL ON PAPER WORK WITH THAT HANDLERS PURCHASERS INCLUDING GROCERY STORES, RESTAURANTS AND OTHER BUYERS.

THE GROWERS AND HANDLERS THAT ESTABLISHED THE STANDARDS PLAN TO HAVE LABELING ON INDIVIDUAL PRODUCT BUT HAVE NOT SET A TIME TABLE FOR WHEN THAT WILL OCCUR. 99 PERCENT OF THE 111 HANDLERS OF LEAFY GREENS HAVE ENTERED THE AGREEMENT, WHICH REQUIRES AN ASSESSMENT TO PAY FOR ABOUT A DOZEN DEPARTMENT OF FOOD AND AGRICULTURE INSPECTORS TO EXAMINE THEIR FACILITIES AND THE FARMS USED BY THE 500 GROWERS WHO SUPPLY THEM. THOSE INSPECTORS WILL TEST THE WATER, SOIL AND OTHER CONDITIONS SURROUNDING THEIR CROPS.

HIS BILLS WERE NOT MOVED OUT OF THE ASSEMBLY AGRICULTURE COMMITTEE BEFORE THIS YEAR'S BILL DEADLINE EARLIER THIS MONTH, BUT COULD BE TAKEN UP AGAIN IN 2008. THE FLOREZ LEGISLATION PASSED THE SENATE.
