About 4:30 p.m., Senate President Pro Tem Don Perata locked down his house after Republicans rejected a $103 billion state spending plan on an initial vote.
Perata announced on the dais that he will take breakfast orders after 7 p.m.
He said he was "done negotiating," though Republicans continued to press for further spending reductions.
