LIVE: SENATE REPUBLICANS HAVE TURNED IN THEIR LIST OF SPENDING CUTS FOR THIS YEAR'S BUDGET AS REQUESTED BY MAJORITY DEMOCRATS. A VOTE WAS NOT CAST ON THE REPUBLICAN PLAN AS EXPECTED. THE SPENDING PLAN IS 25 DAYS LATE TODAY.

THE REPUBLICAN PLAN CUTS 300 MILLION DOLLARS FROM WELFARE TO WORK PROGRAM RECIPIENTS WHO'VE BEEN RECEIVING STATE AID LONGER THAN THE FIVE YEAR MAXIMUM UNDER FEDERAL LAW. IT ALSO CUTS FUNDING FOR UNIVERSITY OF CALIFORNIA'S LABOR AND MEXICO CITY INSTITUTES. OTHER CUTS INCLUDE SIX THOUSAND VACANT STATE JOBS AT A SAVINGS OF 50 MILLION DOLLARS FOR A TOTAL OF ABOUT 1.1 BILLION DOLLARS IN CUTS. THE CUTS DO NOT EFFECT PUBLIC EDUCATION OR LAW ENFORCEMENT. THE SENATE PRESIDENT PRO TEMPORE CALLED ON THE GOVERNOR TO GET MORE INVOLVED IN NEGOTIATIONS. SCHWARZENEGGER PLANS TO BE IN SACRAMENTO TODAY AND TOMORROW ACCORDING TO HIS PRESS STAFF.
