1. BUDGET 32 DAYS LATE VO/SOT

The state is entering its second month of its fiscal year without a budget. State Controller John Chiang says the lack of a budget prevented him from paying an estimated 1.1 billion dollars in July to community colleges, special education programs, nursing homes, cancer prevention programs and small businesses that contract with the state and another 2.1 billion dollars due in August will not be able to be paid until a budget is signed by the governor. The Senate is convening tonight at six o'clock for session, but Democrats and Republicans have not stated that they have reached a compromise. Efforting soundbites and video.

2. HEALTH CARE AFFORDABILITY VO/SOT

A report set for release today by the non-profit California Budget Project and the UCLA Center for Policy Research recommends any health care reform package for California include subsidies for low-income families. Efforting soundbites and video.

3. CHP BELL TOLLING VO/NATS

The California Highway Patrol will ring the bell for the officer killed yesterday allegedly by a suspect during a high speed chase on Highway 50 east of Sacramento. This is the 212 death in the department's history. Efforting video of the bell ringing with natural sound.

4. FUTURE LATINO LEADERS VO/SOT

THE 25TH ANNUAL Chicano Youth Leadership Project will be at the capitol, with 120 high school students participating in a mock legislative session and committee hearings. The conference also includes Chicano Latino culture and history, and is supported by the legislatures' Latino Caucus. Efforting soundbites and video.

Governor Arnold Schwarzenegger is in Sacramento for private meetings.
