VO: (:15) STATE CONTROLLER JOHN CHIANG SAYS THE LACK OF AN ON TIME BUDGET KEPT HIM FROM PAYING 1 POINT 1 BILLION DOLLARS IN JULY FOR COMMUNITY COLLEGES, SPECIAL EDUCATION PROGRAMS, NURSING HOMES AND SMALL BUSINESSES THAT PROVIDE STATE SERVICES. ANOTHER 2 POINT ONE BILLION WILL NOT BE PAID OUT IN AUGUST TO THESE AND STATE HOSPITALS THAT HAVE DEPLETED THEIR CONTINGENCY FUNDS.

VO TAG: CHIANG SAYS IF A BUDGET IS PASSED TODAY, IT WOULD NOT LIKELY BE SIGNED FOR THE GOVERNOR FOR ABOUT FIVE DAYS. IT GENERALLY TAKES TWO WEEKS AFTER THAT FOR PAYMENTS TO BE RECEIVED. BUT CHIANG SAYS HIS STAFF WILL WORK OVERTIME TO EXPEDITE PAYMENTS.

REGARDING REPUBLICAN PUSH TO HAVE A BUDGET ENACTMENT TRAILER BILL ASSURE THAT CITIES AND COUNTIES ARE NOT SUED FOR FACTORING GREENHOUSE GAS EMISSIONS INTO ENVIRONMENTAL IMPACT REPORTS BEFORE THE AIR RESOURCES BOARD SETS STANDARDS.

SO WHAT I'M CONCERNED ABOUT IS WASTING TAX PAYER'S MONEY BECAUSE YOU'VE GOTTA REMEMBER WHEN YOU'RE DEALING WITH CITIES, COUNTIES AND TRANSPORTATION PROJECTS, WHEN WE FILE LITIGATION THROUGH THE ATTORNEY GENERAL'S OFFICE FOR EXAMPLE AND IT HAS TO BE DEFENDED THE TAX PAYERS ARE PAYING BOTH SIDES OF THAT. SO THE TAX PAYERS IN ESSENCE ARE SUING THEMSELVES."
