LIVE: THE STATE'S SIX LARGEST PREFERRED PROVIDER ORGANIZATIONS HAVE AGREED TO MAKE INFORMATION AVAILABLE TO THE CALIFORNIA INSURANCE COMMISSIONER SO HE CAN ESTABLISH A REPORT CARD FOR P-P-O'S. THE SIX INSURANCE PROVIDERS WILL ALLOW FOR COLLECTION OF DATA ABOUT QUALITY OF CARE AND PATIENT SATISFACTION AND MAKE THE INFORMATION PUBLIC.

INSURANCE COMMISSIONER STEVE POIZNER ANNOUNCED THE AGREEMENT THIS MORNING AT THE STATE CAPITOL. POIZNER SAYS PREFERRED PROVIDER PLANS WILL BE EVALUATED FOR PREVENTATIVE CARE, RESTORATION OF HEALTH AFTER ILLNESS OR INJURY, CARE FOR CHRONIC HEALTH ISSUES SUCH AS DIABETES AND CONSUMER SATISFACTION. THAT INFORMATION IS CURRENTLY AVAILABLE FOR HEALTH MAINTENANCE ORGANIZATIONS. THE NATIONAL COMMITTEE ON QUALITY ASSURANCE WILL EXTEND ITS RATING SYSTEM FOR H-M-O'S AND EXTEND THIS TO PREFERRED PROVIDER PLANS.

THE LEGISLATURE MANDATES THE INSURANCE COMMISSIONER REGULATE P-P-O'S AND THE GOVERNOR'S OFFICE OF PATIENT ADVOCATE DO SO FOR H-M-O'S. REPORT CARDS ON H-M-O'S HAVE BEEN PROVIDED FOR THE PAST SIX YEAR. POIZNER EXPECTS TO ISSUE HIS FIRST REPORT CARD WITH 2008 DATA AT THE START OF 2009.

THE DEPARTMENT OF INSURANCE WILL USE THIS TO DEVELOP A REPORT CARD, THE FIRST OF ITS KIND PPO HEALTH INSURANCE REPORT CARD THAT WE WILL ISSUE ON AN ANNUAL BASIS STARTING IN 2009."
