2. PRISON LAWSUIT VO/SOT

A group called Taxpayers for Improving Public Safety will announce a lawsuit against the state for its passage of the prison reform plan that calls for the sale of 7.4 billion dollars worth of lease revenue bonds to expand prison capacity by 69 thousand. The group claims the governor's and legislature's plan to reform the state's prison system violates the state constitution because voter approval is required for such bonds. Efforting soundbites and video.

3. SENATE DEMOCRATS/ENVIRONMENT VO/SOT

Senate President Pro Tempore Don Perata will discuss what he terms Republican attempts to use the budget to weaken environmental laws. Republicans are pushing to prohibit the attorney general from suing cities and counties who don't factor greenhouse gas emissions into environmental impact reports until the Air Resources Board sets such standards through accompanying budget bills. The budget is 39 days late. Efforting soundbites and video.

4. DEMOCRATS VS. REPUBLICAN SENATOR VO/SOT

The California Democratic Party is calling for the recall of Senator Jeff Denham (R-Merced) because he has not voted for the state budget. Democrats claim his lack of a vote on the budget violates promises to fix Highway 99 and support education. Efforting soundbites and video.
