OBAMA IN SACRAMENTO VO/SOT

NOTE: THE VO ITEM BEGINS WITH FULL NAT SOUND OFF TOP

LIVE: PRESIDENTIAL HOPEFUL BARAK OBAMA'S CAMPAIGN STOP IN CALIFORNIA INCLUDED A FUNDRAISER THIS AFTERNOON IN SACRAMENTO. BEFORE ATTENDING THE 23 HUNDRED DOLLAR A PLATE LUNCHEON, HE GREETED ABOUT 75 SUPPORTERS OUTSIDE WHO HAD ORGANIZED A RALLY.

SUPER: TODAY/SACRAMENTO

VO: (:28) OBAMA THANKED THEM FOR THE GOOD WEATHER AND FOR THEIR SUPPORT. HE THEN BRIEFLY ANSWERED REPORTER QUESTIONS ABOUT IMMIGRATION AND WHY HE WAS WILLING TO TAKE POLITICAL CONTRIBUTIONS FROM STATE LOBBYISTS AT TODAY'S FUNDRAISER BUT MADE A POINT TO REFUSE FEDERAL LOBBYIST CASH. OBAMA ATTEMPTED TO JUSTIFY THE DISTINCTION, STATING THAT AS PRESIDENT HE WOULD NOT BE AFFECTING STATE POLICY. HE ALSO DISCUSSED REFORMING THE FEDERAL BUDGET PROCESS TO ENSURE STATE PROJECTS WITH THE MOST NEED RECEIVE THE MOST FEDERAL FUNDING.

SENATOR BARAK OBAMA/PRESIDENTIAL HOPEFUL/D-ILLINOIS

SOT: (08:59-09:23)(:24)

SAYS: "ONE OF THE THINGS I WANT TO DO IS LOOK AT THE WHOLE BUDGET, PARTICULARLY AROUND EAR MARKS AND SEE IF WE CAN INFLUENCE AND HAVE LESS POLITICAL INFLUENCE IN HOW WE SPEND MONEY AND MORE ON THE BASIS OF PLANNING AND BASED ON NEEDS ASSESSMENTS. WHAT WE SAW IN MINNEAPOLIS IN TERMS OF THE BRIDGE COLLAPSING INDICATES THAT TOO MUCH OF OUR SPENDING MAY BE DIRECTED BASED ON WHO'S ON A PARTICULAR COMMITTEE RATHER THAN THE NEEDS OUT THERE."

VO TAG: THE SACRAMENTO RALLY WAS ORGANIZED BY A WOMAN WHO'S ONLY SON IS AN ARMY MEDIC IN IRAQ. SHE SAYS SHE LIKES OBAMA FOR HIS STANCE AGAINST THE IRAQ WAR.

EXTRA BITES:

SUPER: SENATOR BARACK OBAMA/PRESIDENTIAL HOPEFUL/D-ILLINOIS

SOT: (:30)

SAYS: "WHEN I WAS AT THE STATE AND FEDERAL LEVEL I'VE CONSISTENTLY WORKED ON BEHALF OF ETHICS REFORM ISSUES, JUST RECENTLY, WORKING WITH RUSS FEINGOLD WAS ABLE TO PASS THE TOUGHEST REFORM LEGISLATION SINCE WATERGATE. IT'S NOT PERFECT, I STILL HAVE TO RAISE MONEY TO COMPETE IN MODERN AMERICAN POLITICS. BUT I THINK THERE'S A DECIDED DIFFERENCE IN HOW WE OPERATE AND HOW SOME OF THE OTHER CANDIDATES OPERATE."

SOT: (:26)

SAYS: "I'M A STRONG SUPPORTER OF COMPREHENSIVE IMMIGRATION REFORM. WE NEED STRONG BORDER SECURITY, WE'VE GOTTA HOLD EMPLOYERS ACCOUNTABLE FOR WHO THEY HIRE, BUT WE ALSO HAVE TO HAVE A PATHWAY TO CITIZENSHIP FOR THOSE WHO ARE ALREADY HERE, MANY OF WHOM HAVE CHILDREN THAT ARE AMERICAN CITIZENS. BUT THEY'RE GOING TO HAVE TO PAY A FINE, MAKE SURE THEY LEARN ENGLISH AND GO TO THE BACK OF LINE SO THEY DON'T GET CITIZENSHIP BEFORE THOSE WHO CAME HERE LEGALLY."

SUPER: KIM MACK/EXECUTIVE CHAIR/SACRAMENTO FOR OBAMA

SOT: not transcribed due to time.

SENATE DEMOCRATS/ENVIRONMENT VO/SOT

LIVE:

SENATE PRESIDENT PRO TEMPORE DON PERATA SAYS HE WILL NOT NEGOTIATE A BUDGET RESOLUTION WITH REPUBLICANS THAT INCLUDES ANY CHANGES TO THE STATE'S ENVIRONMENTAL QUALITY ACT. THE BUDGET IS 39 DAYS LATE.

SUPER: TODAY/ STATE CAPITOL

VO: (:30)

SENATE REPUBLICANS WANT THE BUDGET RESOLUTION TO INCLUDE AN ACCOMPANYING BILL PROHIBITING THE ATTORNEY GENERAL FROM SUING LOCAL GOVERNMENTS THAT DON'T CONSIDER GREENHOUSE GAS EMISSIONS AS PART OF THEIR LAND USE DECISIONS. CALIFORNIA'S LANDMARK GREENHOUSE GAS REDUCTION BILL PASSED LAST YEAR EMPOWERS THE CALIFORNIA AIR RESOURCES BOARD TO REGULATE GREENHOUSE GAS EMISSIONS IN CALIFORNIA STARTING IN 2012. LAST APRIL, ATTORNEY GENERAL JERRY BROWN FILED SUIT AGAINST SAN BERNARDINO COUNTY, CLAIMING COUNTY OFFICIALS FAILED TO CONSIDER GREENHOUSE GAS EMISSIONS IN LONG TERM GROWTH PLANS. TODAY, PERATA DENIED THE STATE ATTORNEY GENERAL WAS USING THE GREENHOUSE GAS BILL TO IMPOSE HIS ENVIRONMENTAL GOALS ON LAND USE ISSUES, WHICH HISTORICALLY ARE A MATTER OF LOCAL GOVERNMENT CONTROL.

SUPER: SENATE PRESIDENT PRO TEMPORE DON PERATA/D-OAKLAND

SOT: (0:28)

SAYS: "JERRY BROWN FILED A LAWSUIT, THAT AMONG OTHER THINGS HAD A QUESTION, HAD ONE PROVISION DEALING WITH AIR QUALITY. IT IS ALREADY PART OF THE LAW. AB 32 DOES NOT PREVENT OR ALLOW THINGS TO HAPPEN DIFFERENTLY. IT WILL EVENTUALLY, BE MUCH MORE CLEAR AND SPECIFIED, NOW, WE WERE TOLD THIS WAS NOT AN ISSUE UP UNTIL THE BUSINESS LOBBY MADE IT AN ISSUE."

SUPER: SENATOR GEORGE RUNNER/R-ANTELOPE VALLEY

SOT: (0:33)

SAYS: "WELL I CERTAINLY THINK IT WAS A GRAB ON THE ATTORNEY GENERAL'S PART, UH, TO MOVE INTO AN AREA THAT, THAT HAD SOME LACK OF REAL LAW. AND SO HE WAS WILLING TO FILL THAT WITH HIS VISION, I THINK, FOR WHAT SHOULD TAKE PLACE. AND WE JUST THINK THAT'S WHAT'S WRONG. THE LEGISLATURE WAS VERY CLEAR IN REGARDS TO HOW AB32 WILL BE IMPLEMENTED, WHEN THE AIR BOARD WOULD COME BACK WITH ITS REGULATIONS, AND WE THINK ANY TRY, ANY EFFORT TO TRY TO IMPLEMENT SOMETHING THAT IS NOT CLEAR WOULD ONLY ADD, WOULD ONLY LEAD TO ADDITIONAL LAWSUITS, WHICH IS REALLY TAXPAYER'S MONEY SUING TAXPAYERS, AND THAT DOESN'T MAKE ANY SENSE."

VO TAG:

REPUBLICAN SENATOR GEORGE RUNNER SAYS REPUBLICANS ARE WILLING TO CONTINUE BUDGET NEGOTIATIONS, AND CLAIM PERATA HAS WRITTEN LAWS THAT INCLUDED ENVIRONMENTAL REGULATION WAIVERS FOR PUBLIC TRANSIT AND APARTMENT DEVELOPMENT PROJECTS.

EDITOR'S NOTE:

CEQA (PRONOUNCED SEE-quah) IS AN ACRONYM FOR THE CALIFORNIA ENVIRONMENTAL QUALITY ACT, WHICH PASSED IN 1969.

EXTRA BITES:

SUPER: SENATOR DON PERATA/D-OAKLAND

SOT: (0:40)

SAYS: "IT'S TIME TO MAKE THINGS UNAMBIGUOUS, WE WILL NOT BARGAIN CEQA AWAY, WE WILL PROTECT CALIFORNIA'S ENVIRONMENT, THERE IS NO REASON TO SAY WE ARE HERE TO NEGOTIATE, EVEN IF THEY WERE, THERE IS NO MORE NEGOTIATIONS, WE ARE FINISHED. THE ONLY THING THAT REMAINS IS FOR THOSE REPUBLICANS TO UNDERSTAND THAT WHAT THEY ASKED FOR WAS OVER REACHING, THEY WANTED TO GET BY ANOTHER MEANS WHAT THEY COULDN'T GET NORMALLY. WELL, WE'RE NOT GOING TO DO IT. AND WE WON'T DO IT. AND IT'S CLEAR I HOPE."

SOT: (0:29)

SAYS: "I AM HERE TODAY FOR ONE REASON AND ONE REASON ONLY. TO REMOVE ANY DOUBT OR AMBIGUITY ABOUT WHERE I AM, WHERE MY CAUCUS IS. I WILL NOT BARGAIN AWAY CALIFORNIA'S ENVIRONMENT. TO OIL REFINERS, OR MULTI-STATE DEVELOPERS. YOU REMEMBER THE MOVIE THE FUGITIVE? TOMMY LEE JONES AT ONE POINT SAID I DON'T BARGAIN. THAT WOULD BE APPLICABLE HERE."

SUPER: SENATOR GEORGE RUNNER/R-ANTELOPE VALLEY

SOT: (0:16)

SAYS: "THE FACT IS THAT WE'RE NOT DOING ANYTHING WITH CEQA. WHAT WE'RE DOING, EVERY CEQA LAW IS CURRENTLY IN PLACE, WE'RE NOT CHANGING ANY OF THAT. WHAT WE'RE SAYING IS IN A NEW APPLICATION OF CEQA, THAT IT WOULD BE WRONG TO ADD IT, WITH THE AMBIGUITIES, WITHOUT ANY CLEAR REGULATIONS THAT ARE IN PLACE."

SOT: (0:20)

SAYS: "APPARENTLY THE PRO TEM DOES NOT WANT TO MOVE FORWARD AND IS WILLING TO SAY HEY, IF THIS IS OFF THE, IF THIS ISN'T ON THE TABLE, OR IF WE HAVE TO TAKE THIS OFF THE TABLE, UH, THEN THERE'S, THERE'S NOTHING ELSE TO BE DONE WITH THE BUDGET. THAT'S A RIDICULOUS ISSUE. OF COURSE WE'RE GOING TO BE CONTINUED HERE, WE WANT TO K HAVE THESE DISCUSSIONS, AND WE BELIEVE THAT THERE COULD BE SOME MIDDLE GROUND FOUND THAT WILL PROTECT CALIFORNIA TAXPAYERS."

DEMOCRATS VS. REPUBLICAN SENATOR VO/SOT

LIVE: THE STATE DEMOCRATIC PARTY IS BEHIND A RASH OF "DUMP DENHAM" SIGNS BEING POSTED THROUGHOUT THE MERCED AND MONTEREY COUNTY SENATOR'S DISTRICT. THE RECALL THREAT AND PRESS CONFERENCES BY EDUCATION AND OTHER INTEREST GROUPS ARE INTENDED TO PRESSURE DENHAM TO VOTE FOR THE STATE BUDGET.

SUPER: AUGUST 1, 2007/STATE CAPITOL/SACRAMENTO

SUPER: FILE

VO: (:20) SENATE REPUBLICANS DEFEATED THE SPENDING PLAN DURING A FLOOR VOTE LAST WEEK. ONE G-O-P SENATOR BROKE RANKS AND VOTED FOR THE BUDGET, BUT AT LEAST ONE MORE REPUBLICAN VOTE IS NEEDED FOR THE TWO THIRDS MAJORITY FOR PASSAGE. GIVEN THAT MOST OF THE TWO DOZEN CONSTITUENTS WHO HAVE CALLED DENHAM'S OFFICES SUPPORT HIS NO VOTE ON THE BUDGET, THE CALIFORNIA REPUBLICAN PARTY VIEWS THE RECALL EFFORT AS A SMEAR CAMPAIGN BY THEIR DEMOCRATIC COUNTERPARTS.

SUPER: BOB MULHOLLAND/CALIFORNIA DEMOCRATIC PARTY

SOT: (:17)

SAYS: "HE MAY SEE IT AS A SMEAR, BUT DENHAM MADE THESE PROMISES AND BROKE THESE PROMISES SO HE OUGHT TO VOTE FOR THE BUDGET SO CLEARLY, THE OPTIONS UNDER CALIFORNIA LAW IS THAT VOTERS CAN RECALL HIM SO LET THE PROCESS BEGIN, BUT OF COURSE DENHAM COULD GET BACK TO SACRAMENTO VOTE FOR A BUDGET AND THE WHOLE THING ENDS."

SUPER: HECTOR BARRAJAS/CALIFORNIA REPUBLICAN PARTY

SOT: (:31)

SAYS: "DENHAM'S PROMISE WAS TO VOTE FOR A BALANCED BUDGET. THE BUDGET HAS A 700 MILLION DOLLAR OPERATING DEFICIT. THAT IS NOT A BALANCED BUDGET. DENHAM HAS ALSO STOOD BEFORE THE FLOOR AND INDICATED HE WOULD BE WILLING TO PUT FORWARD A BILL THAT ALLOWS FOR 10 BILLION DOLLARS TO ENSURE OUR MOST VULNERABLE CALIFORNIANS ARE NOT PUT AT RISK, SOMETHING THAT THE DEMOCRATS HAVE VOTED DOWN. DENHAM HAS DONE EVERYTHING POSSIBLE TO TRY TO ENSURE CALIFORNIANS ARE PROTECTED, BUT RIGHT NOW ALL THE DEMOCRATS ARE DOING IS TRYING TO PLAY POLITICAL THEATER AND PUT OUR MOST VULNERABLE CALIFORNIANS AT RISK."

VO TAG:

STAFF IN DENHAM'S CAPITOL AND MERCED OFFICES SAY THEY HAVE RECEIVED A FEW COMPLAINTS FROM CONSTITUENTS ABOUT THE "DUMP DENHAM" SIGNS BEING PLACED ON THEIR PROPERTY WITHOUT THEIR PERMISSION. THE DEMOCRATIC PARTY SPOKESMAN SAYS SIGNS WERE ONLY PLACED ON UTILITY POLLS ON PUBLIC ROADWAYS.

EXTRA BITES:

SUPER: BOB MULHOLLAND/CALIFORNIA DEMOCRATIC PARTY

SOT: (:17)

SAYS: "JEFF IS THE ONE THAT MADE THE MOST PROMISES FOR FULLY FUNDING EDUCATION, IMPROVING HIGHWAY 99 AND LEVIES SO HE'S THE ONE THAT'S A HYPOCRITE IN THIS RACE AND HE'S IN A DISTRICT THAT IS GOING TO VOTE FOR A DEMOCRAT FOR PRESIDENT SO WHY NOT?"

SUPER: HECTOR BARRAJAS/CALIFORNIA REPUBLICAN PARTY

SOT: (:12)

SAYS: "THIS IS JUST A SMEAR CAMPAIGN BY THE DEMOCRAT PARTY THAT IS TRYING TO PRESSURE JEFF DENHAM TO VOTE FOR A BUDGET THAT HAS A 700 MILLION DOLLAR OPERATING DEFICIT. THE STATE BUDGET NEEDS TO SPEND NO MORE THAN IT CAN AFFORD."

SOT: (:12)

SAYS: "LO QUE EL QUIERO HACER ES DECIR ... DE NUESTROS NINOS."

CAL TRANS/BRIDGES VO/SOT

LIVE: TOMORROW CAL TRANS WILL RELEASE ITS LONG ANTICIPATED LIST OF THE BRIDGES WITH THE MOST CRITICAL STRUCTURAL PROBLEMS IN CALIFORNIA. THE DEPARTMENT THAT OVERSEES THE STATE ROADWAYS SAID IT WOULD COMPILE THE LIST LATE LAST WEEK, BUT BLAMED MEDIA REQUESTS SINCE THE MINNESOTA BRIDGE COLLAPSE FOR STALLING THEIR RELEASE OF THE LIST.

SUPER: TODAY/HIGHWAY 160/SACRAMENTO

SUPER: FILE/HIGHWAY 16/SACRAMENTO COUNTY

VO: (:24) CALIFORNIA HAS ABOUT 1650 BRIDGES THAT ARE CONSIDERED STRUCTURALLY DEFICIENT OR FUNCTIONALLY OBSOLETE BY THE FEDERAL GOVERNMENT. OF THOSE BRIDGES, CAL TRANS DIRECTOR WILL KEMPTON SAYS ABOUT 200 ARE IN THE MOST CRITICAL NEED OF REPAIR. KEMPTON ATTEMPTED TO JUSTIFY WHY HE TAKES ISSUE WITH THE FEDERAL USE OF THE TERMS OBSOLETE AND DEFICIENT TO DESCRIBE THE NATION'S BRIDGES AND OVERPASSES.

SUPER: WILL KEMPTON/DIRECTOR/CALIFORNIA DEPARTMENT OF TRANSPORTATION

SOT: (:49)

SAYS: "THE FEDERAL DESIGNATIONS YOU'RE REFERRING TO, I FRANKLY DON'T LIKE THE DESIGNATION OF STRUCTURAL DEFICIENCY BECAUSE IT IMPLIES SOMETHING MORE THAN WHAT MAY BE THE CASE IN TERMS OF MANY OF THE BRIDGES. AS I'VE SAID A DECK PROBLEM DOES NOT RELATE TO STRUCTURAL INTEGRITY PROBLEMS WITH THE BRIDGE, IT'S AN ITEM THAT NEEDS TO BE REPAIRED BECAUSE IT CAN LEAD TO SOME PROBLEMS, FOR INSTANCE IF YOU HAVE A DRAINAGE SYSTEM ON A BRIDGE THAT'S BLOCKED IT CAN LEAD TO FURTHER DAMAGE ON THAT BRIDGE, IF YOU HAVE CORROSION, IF YOU HAVE RUST, THOSE ARE ELEMENTS THAT IN AND OF THEMSELVES MAY NOT BE RESULTING IN A BRIDGE BEING STRUCTURALLY DEFICIENT IN TERMS OF ITS LOAD CARRYING CAPACITY, OR ITS INTEGRITY. BUT IT CERTAINLY IS SOMETHING THAT NEEDS TO BE ADDRESSED AND FIXED BECAUSE IT'S GOING TO BE A MINOR PROBLEM THAT WILL DEVELOP INTO A MAJOR PROBLEM THAT NEEDS TO BE FIXED."

VO TAG:

KEMPTON CONTINUES TO INSIST HE WOULD DRIVE HIS FAMILY OVER ANY BRIDGE OR OVERPASS IN CALIFORNIA THAT IS ON THE FEDERAL LIST.

EXTRA BITES:

SUPER: WILL KEMPTON/DIRECTOR/CALIFORNIA DEPARTMENT OF TRANSPORTATION

SOT: (:24)

SAYS: "IT'S PROBABLY GOING TO BE MAYBE A COUPLE OF HUNDRED BRIDGES. WE WANT TO BE AS COMPLETELY FORTHRIGHT AS WE CAN WITH THE PUBLIC BECAUSE WE STAND BY OUR STATEMENTS THAT WE HAVE A GREAT BRIDGE PROGRAM, OUR BRIDGES IN CALIFORNIA ARE SAFE, AND WHEN WE IDENTIFY A PROBLEM WE FIX IT. AND I CAN GIVE YOU A NUMBER OF EXAMPLE OF WHERE THAT'S OCCURRED, TAKE CARE OF THE MINOR PROBLEMS BEFORE THEY BECOME MAJOR PROBLEMS."

SOT: (:38)

SAYS: "I'M SURE THEY EXPECTED TO COMPLETE THEIR TRIP WITH NO PROBLEM, WE DON'T KNOW WHAT WENT WRONG WITH THAT BRIDGE. BUT I THINK THAT THE BRIDGE INSPECTION PROGRAM IN CALIFORNIA IS VERY SOLID, REGULAR INSPECTIONS, GREAT STAFF, VERY EXPERIENCED. SOME OF THE THINGS THAT MAY COME OUT OF MINNESOTA ARE A RE-EXAMINATION OF THE FEDERAL PROGRAM, ARE THERE ANY THINGS WE SHOULD DO DIFFERENTLY THAT WILL PROVIDE FOR THE KINDS OF ASSURANCES THAT THEY'RE DRIVING ON SAFE FACILITIES."

REGARDING OBAMA'S COMMENTS (SEE ABOVE IN ITEM 1) ABOUT FEDERAL PRIORITIES FOR CERTAIN PROJECTS.

SOT: (:22)

SAYS: "THEY ARE PROJECTS THAT ARE NEEDED AND BENEFICIAL BUT THEY DO TAKE RESOURCES FROM ON GOING PROBLEMS AND THIS COUNTRY HAS NEGLECTED ITS INFASTRUCTURE FOR SEVERAL DECADES AND SO THERE'S NO QUESTION WE NEED TO RE-EXAMINE PRIORITIES IN TERMS OF THE SAFETY OF OUR EXISTING SYSTEM."
