BUDGET VOTE VO/SOT

LIVE: THE BUDGET IMPASSE IS OVER AT THE STATE CAPITOL. THE SENATE TODAY APPROVED THE SPENDING PLAN THAT IS 52 DAYS OVERDUE.

SUPER: TODAY/STATE CAPITOL/SACRAMENTO

VO: (:25) THE BUDGET PASSED WITH THE MINIMUM TWO REPUBLICAN VOTES REQUIRED IN THE SENATE FOR THE TWO THIRDS MAJORITY. SENATOR ABEL MALDONADO HAD VOTED FOR THE IDENTICAL SPENDING PLAN EARLIER THIS MONTH. REPUBLICAN LEADER DICK ACKERMAN ADDED HIS VOTE TODAY. THE SPENDING PLAN ITSELF WHICH WAS APPROVED LAST MONTH IN THE ASSEMBLY REMAINS UNCHANGED. THE GOVERNOR HAS PROMISED TO LINE ITEM VETO 700 MILLION DOLLARS TO BRING THE DEFICIT TO ZERO. EIGHT SENATORS APPROVED ACKERMAN'S VOTE FOR THE SPENDING PLAN THEY REJECTED, BUT WARNED OF POTENTIAL TROUBLE NEXT YEAR BECAUSE REVENUE IS UNLIKELY TO MATCH BUDGET PROJECTIONS.

VO TAG: THE ASSEMBLY APPROVED ACCOMPANYING BOND BILLS THAT WILL PROTECT CITIES AND COUNTIES FROM LAWSUITS ON HIGHWAY AND LEVEE PROJECTS THAT DON'T FACTOR GREENHOUSE GAS EMISSIONS UNTIL SUCH STANDARDS ARE SET BY THE CALIFORNIA AIR RESOURCES BOARD IN 2010.

SOT:(:18)

SAYS: "I BELIEVE THAT LEADERSHIP FIGHTS, IDEALOGICAL FIGHTS IF YOU READ THE BLOGS THAT THEY FREQUENT, THEY WERE ALL GETTING THEMSELVES WHIPPED UP THIS IS A WONDERFUL THING WE'RE DOING, AND DICK HAD TO PAY THE PRICE FOR THAT, AND I HOPE IT DOESN'T, I'LL WORK WITH WHOEVER I HAVE TO."

SOT: (:25)

SAYS: "NONE OF US BELIEVE ANY OF THE PROJECTS UNDERWAY WERE GOING TO BE THREATENED BY A GREENHOUSE GAS LAWSUIT. THE BILL THAT WAS PASSED STRENGTHENED PROTECTION OF THE ENVIRONMENT BECAUSE NOW IT HAS DRAWN INTO VIEW GREENHOUSE GASES AS A ENVIRONMENTAL FACTOR. BUT THAT COULD HAVE BEEN DONE 30 OR 40 DAYS AGO HAD IT BEEN BROUGHT UP AT THE TIME."

SOT: (:38)

SAYS: "THEY WERE WHOOPING IT UP, THEY WERE TAKING CREDIT FOR STOPPING THIS LAST DEAL, THAT'S WHAT THEY WERE DOING, IT'S NOT THEY WERE EATING AT CHOPS, THEY'VE GOT BAD TASTE SO WHAT. NO, THEY WERE TAKING DELIGHT AND WERE GLEEFUL OVER THE FACT THEY'D THWARTED THE 27TH VOTE, THAT'S WHAT THEY DID WHILE WE'RE OVER HERE TRYING TO FIGURE OUT HOW TO GET IT DONE, SO I HOPE IT WAS WORTH IT, I WISH IT WAS ON THE FRONT PAGE, NOT THE BACK, BUT IT COULD HAVE BEEN ON THE BOTTOM OF THE BIRD CAGE, AND I'M GOING TO REMEMBER IT (POUNDS TABLE). THANK YOU. (GETS UP)."

SUPER: SENATOR DENISE MORENO DUCHENY/D-SAN DIEGO

SOT: (:15)

SAYS: "ESTABAMOS ESPERANDO EL CERRADO ... SU VOTO."
