LIVE: THE GOVERNOR TOOK PART IN A NEWS CONFERENCE TODAY WHERE CHILDREN'S ADVOCATES WERE MAKING THE CASE FOR HEALTH COVERAGE FOR ALL KIDS IN CALIFORNIA. THE EVENT WAS ALSO ATTENDED BY THE DEMOCRATIC LEADERS OF THE SENATE AND ASSEMBLY.

VO: (:20) SEVERAL GROUPS INCLUDING CHILDREN NOW AND FIRST FIVE CALIFORNIA ADVOCATED FOR COVERING ALL THE NEARLY THREE QUARTERS OF A MILLION CHILDREN IN CALIFORNIA THAT DON'T HAVE HEALTH INSURANCE. REPUBLICAN LEADERS DID NOT ATTEND THE NEWS CONFERENCE AND THEY CONTEND THAT THE STATE SHOULD ATTEMPT TO COVER THE 400 THOUSAND KIDS ELIGIBLE FOR HEALTHY FAMILIES GOVERNMENT PROGRAM THAT AREN'T ENROLLED AT THIS TIME AS A FIRST STEP. THE GOVERNOR SAYS CHILDREN SHOULD BE A TOP PRIORITY BUT HE'S NOT BACKING DOWN FROM HIS PLAN THAT WOULD REQUIRE EMPLOYERS, HOSPITALS AND DOCTORS TO PAY FOR COVERAGE AND REQUIRE ALL CALIFORNIANS TO CARRY HEALTH INSURANCE.

SAYS: "THE FIRST COUPLE OF YEARS WE'RE GOING TO HAVE TO PUT OUR MONEY WHERE OUR MOUTH IS IN THE BUDGET UNLESS WE CAN FIND ANOTHER SOURCE OF FUNDING LIKE THE HOSPITAL FEE FOR EXAMPLE, DEMOCRATS SUPPORT IT ALL ALONG EXCEPT YOU CAN'T FIND ONE REPUBLICAN IN THIS BUILDING WILLING TO VOTE FOR IT SO IF THAT DOESN'T HAPPEN WHICH CONCEIVABLY IT WILL NOT HAPPEN, WE ARE GOING TO BE STUCK WITH HAVING TO FUND THE CHILDREN'S HEALTH CARE OUT OF THE GENERAL FUND, FOR THE FIRST COUPLE OF YEARS ULTIMATELY THE SAVINGS WILL PAY FOR IT."

EITHER THE LARGEST TAX INCREASE IN CALIFORNIA HISTORY, WELL INTENTIONED BUT WILL FAIL OR RATIONED HEALTHCARE LIKE THEY HAVE IN CANADA WHERE SENIORS ARE COMING DOWN BECAUSE THEY CAN'T GET EKG'S OR BASIC TESTS. BUT OUR SENIORS ARE GOING UP THERE FOR DRUGS .. WELL I THINK WE CAN WORK ON THE DRUG ISSUE HERE BUT WE'VE GOTTA PUSH OUR FEDERAL GOVERNMENT. WE SHOULD BE ABLE TO BUY INSURANCE BY HAVING THE WHOLE COUNTRY COMPETE, NOT JUST STATE BY STATE. THAT WOULD LOWER COSTS."
