INFO: THE ASSEMBLY SPEAKER DECIDED NOT TO PUT THE GOVERNOR'S HEALTH CARE PLAN UP FOR A VOTE AS HE HAD INTENDED EARLIER THIS WEEK. THE SPEAKER SAID HE WANTED THE MEASURE TO BE VOTED UPON DURING FLOOR SESSION TO MAKE IT CLEAR TO THE GOVERNOR THAT REPUBLICANS DID NOT SUPPORT THE PLAN THAT WOULD PLACE LEVIES ON BUSINESSES, HOSPITALS AND DOCTORS TO HELP PROVIDE HEALTH INSURANCE FOR ALL CALIFORNIANS. IN ADDITION TO HEALTHCARE, LAWMAKERS HAVE ALSO BEEN NEGOTIATING PLANS TO REDRAW THE LEGISLATIVE DISTRICTS AFTER THE 2010 CENSUS, IN HOPES OF MAKING LEGISLATIVE RACES MORE COMPETITIVE. VILLINES AND NUNEZ SAY THEY ARE MAKING PROGRESS IN THEIR HOUSE AND VILLINES INDICATED THERE WAS MORE LIKELY TO BE AN ACCORD ON REDISTRICTING THAN ON HEALTHCARE REFORM. REPUBLICANS SAY THEY WANT A CITIZENS COMMISSION TO DRAW THE LINES, NO VETO POWER FOR THE LEGISLATURE, AND FOR CONGRESSIONAL DISTRICTS TO BE INCLUDED. THE SENATE REPUBLICAN LEADER SAID PROGRESS WAS BEING MADE IN REDISTRICTING BECAUSE THE POTENTIAL BALLOT INITIATIVE THAT WOULD SHORTEN THE AGGREGATE NUMBER OF YEARS LAWMAKERS COULD SERVE BUT WOULD ALLOW INCUMBENTS TO REMAIN IN THEIR SEAT FOR ANOTHER FOUR TO SIX YEARS IS IN DANGER DUE TO MANY OF THE SIGNATURES THAT WERE COLLECTED FOR THE MEASURE BEING INVALID (THAT SOUNDBITE IS IN THE IRAQ STORY). THE SPEAKER DOWNPLAYED ANY CONCERNS ABOUT THE TERM LIMITS MEASURE. HIS POLITICAL CONSULTANT IS CONSULTING FOR THE TERM LIMITS INITIATIVE.

DUE TO THE CHANGING NUMBER OF CASUALTIES, THE LANGUAGE OF THE BILL HAD TO BE CHANGED FROM ITS ORIGINAL VERSION THAT PASSED THE FULL SENATE. THE ASSEMBLY PASSED THE MEASURE EARLIER THIS WEEK. THE GOVERNOR DID NOT INDICATE WHETHER HE WOULD SIGN IT YESTERDAY WHEN HE WAS ASKED DURING A PRESS CONFERENCE ABOUT HEALTHCARE.
