CHINESE IMPORTS PKG

LIVE: YET ANOTHER RECALL TODAY OF TOYS MADE IN CHINA WITH DANGEROUS LEVELS OF LEAD, AND SEVERAL SCARES RELATED TO IMPORTED FOOD, DRUG AND OTHER CONSUMER PRODUCTS HAVE ACTIVISTS CALLING ON GOVERNMENT AGENCIES TO STEP UP INSPECTIONS AND DO MORE TO ENSURE PRODUCT SAFETY. TAINTED IMPORTS PARTICULARLY FROM CHINA ARE ALSO PROMPTING SOME ATTENTION FROM LAWMAKERS AT THE STATE CAPITOL. BUT AS STATE CAPITOL REPORTER VENUS STROMBERG DISCOVERED -- STATE OFFICIALS ARE DOING VERY LITTLE TO ENSURE THE SAFETY OF PRODUCTS SOLD IN CALIFORNIA.

SUPER: FILE

THE UNITED STATES FOOD AND DRUG ADMINISTRATION EXPECTS INDIVIDUAL IMPORTS OF FOOD AND INGREDIENTS FROM CHINA TO REACH 300 THOUSAND BY THE END OF 2007. MORE THAN 98 PERCENT OF FOREIGN IMPORTS ARE NOT INSPECTED BY THE F-D-A. THE STATE'S FOOD AND AGRICULTURE AND PUBLIC HEALTH DEPARTMENTS DO NOTHING TO PROTECT CALIFORNIA CONSUMERS.

SUPER: SENATOR ABEL MALDONADO/R-SANTA MARIA

SOT: (:11)

SAYS: "IN 1992 WE WERE INSPECTING EIGHT PERCENT OF ALL IMPORTS INTO AMERICA. NOW WE'RE DOING 1.3 PERCENT. 1 PERCENT OF ALL THE PRODUCT THAT'S COMING HERE IS BEING INSPECTED, THAT IS UNACCEPTABLE."

TRACK 2:

EVEN AFTER MELAMINE TAINTED THOUSANDS OF PET FOOD PRODUCTS AND NEARLY A MILLION TUBES OF TOOTHPASTE WITH BATTERY ACID WERE SENT FROM CHINA TO THE U-S THIS YEAR, A SPOKESWOMAN FOR THE STATE'S PUBLIC HEALTH DEPARTMENT SAYS IT WON'T DEVOTE ITS INSPECTORS OR RESOURCES TO FOREIGN IMPORTS BECAUSE THE DEPARTMENT ONLY DOES WHAT IS MANDATED BY THE LEGISLATURE. DEPARTMENT OFFICIALS DECLINED TO COMMENT ON CAMERA. (:20)

SUPER: BILL HEMBY/CHAIRMAN/Pet-PAC

SOT: (:18)

SAYS: "AND WE'RE SITTING ON THE SIDE LINE ALLOWING TAINTED FOOD TO COME INTO OUR COUNTRY AND POSSIBLY GET INTO OUR CROPS, TO GET INTO OUR ANIMALS THAT WE USE FOR FOOD, THIS SHOULD NOT BE HERE, I MEAN LET'S REALLY FOCUS ON THE ISSUES THAT ARE IMPORTANT TO THE PEOPLE OF CALIFORNIA."

TRACK 3: SENATE AGRICULTURE COMMITTEE CHAIRMAN ABEL MALDONADO HAS CONDUCTED A HEARING ABOUT THE SAFETY OF IMPORTED FOOD AND COUNTRY OF ORIGIN LABELING. HE AND SENATOR DEAN FLOREZ TALK ABOUT THE NEED FOR SUCH LABELS BECAUSE WHILE FEDERAL LAW HAS TAKEN EFFECT FOR LABELING IMPORTED FISH, MANDATORY LABELING LAWS FOR MEAT, FRUIT AND VEGETABLES HAVE BEEN DELAYED UNTIL SEPTEMBER 2008.

SUPER: SENATOR DEAN FLOREZ/D-SHAFTER

SOT: (:15)

SAYS: "WHY HAVEN'T WE SEEN LEGISLATION? IT'S A FEDERAL ISSUE NUMBER ONE, BUT WE ARE TRYING TO FIGURE OUT A RESPONSE FROM THE STATE GIVEN THE LACK OF ATTENTION FROM THE FEDERAL GOVERNMENT ON THIS ISSUE, SO I THINK WHAT WE'RE ATTEMPTING TO DO IS FIND A CALIFORNIA WAY TO BASICALLY IMPLEMENT THE LABELING LAWS HERE IN CALIFORNIA."

TRACK 4: CONSUMER ADVOCATES SAY THE FEDERAL AND STATE GOVERNMENTS AREN'T DOING ENOUGH TO PROTECT CALIFORNIANS. MATTEL'S OWN TESTING THAT PROMPTED RECALLS OF 18 MILLION CHINESE MANUFACTURED TOYS CONTAMINATED WITH LEAD AND POTENTIALLY DANGEROUS MAGNETS. BUT ADVOCATES CONTEND THE PUBLIC CANNOT RELY SOLELY ON THE PRIVATE SECTOR.

SUPER: STEVE BLACKLEDGE/LEGISLATIVE DIRECTOR/CALIFORNIA PUBLIC INTEREST RESEARCH GROUP

SOT: (:13)

SAYS: "THEY'RE BETTER POLICE OF THEMSELVES BUT THEY NEED TO BE EVEN BETTER BECAUSE THE TOY MANUFACTURERS THEMSELVES FOR ULTIMATELY RESPONSIBLE FOR MAKING SURE THEY'RE ABIDING BY THE U-S LAW AND STANDARDS FOR HEALTH AND SAFETY AND THE FACT THAT THIS STUFF SLIPPED THROUGH IS A BIG PROBLEM."

TRACK 5: A PROBLEM FOR WHICH CONSUMERS HAVE LITTLE RECOURSE. ATTORNEY GENERAL JERRY BROWN SAYS HE HAS NOT CONSIDERED SUING CHINA OR OTHER NATIONS THAT EXPORT POTENTIALLY HARMFUL PRODUCTS TO CALIFORNIA.

SUPER: JERRY BROWN/ATTORNEY GENERAL/D-OAKLAND

SOT: (:10)

SAYS: "YOU KNOW WHAT, THAT'S A VERY GOOD QUESTION THAT I'M GOING TO HAVE TO DO MORE RESEARCH ON I COULDN'T GIVE YOU THE ANSWER TODAY. WOULD YOU CONSIDER DOING IT? IF I COULD AND THEY WERE CAUSING DAMAGE TO CALIFORNIA, I WOULD DEFINITELY CONSIDER DOING THAT."

STANDUP:

DESPITE THE HEALTH AND SAFETY SCARES RELATED TO MILLIONS OF CHINESE PRODUCTS, FEDERAL AND STATE AGENCIES ARE DOING VIRTUALLY NOTHING MORE TO PROTECT CITIZENS. WITH NO LABELING REQUIREMENTS FOR THE ORIGIN OR TESTS TO VERIFY INGREDIENTS, CONSUMERS HAVE NO WAY TO KNOW IF ADDITIVES IN VITAMINS, FOOD SUPPLEMENTS, OR ANY OTHER PRODUCTS ARE SAFE. AT THE STATE CAPITOL, I'M VENUS STROMBERG.

ON CAM TAG: ONE STATE ASSEMBLYWOMAN SAYS IF THE CONSUMER PRODUCT SAFETY COMMISSION DOESN'T RAISE ITS STANDARDS FOR THE AMOUNT OF LEAD ALLOWED IN IMPORTED TOYS, SHE WILL INTRODUCE A BILL IN JANUARY 2008 THAT WILL DO SO IN CALIFORNIA.
