1. GOVERNOR/PRISON POPULATION VO/SOT
Governor Arnold Schwarzenegger will have a news conference to discuss the potential threat to communities if a three judge panel considering a population cap in the state prisons issues a prisoner release order. That panel of federal judges is considering placing a cap on California's overcrowded prison system. Several county sheriffs, prosecutors and probation officers will attend. 2. DOCTORATE OF EDUCATION VO/SOT
The California State University System is announcing its new Doctorate of Education program. Seven campuses in the CSU system will be offering Doctorate of Education programs starting this fall. The program was started following passage of a bill written by Senator Jack Scott (D-Pasadena), who will attend the announcement. Efforting soundbites and video.

The Chairman of the State Firesafe council and others will make a special fire awareness announcement this morning at the State Capitol. The autumn months tend to be the peak of California's fire system. Efforting soundbites and video.
4. AERIAL SURVEILLANCE CHOPPER VO/NATS
Efforting video of the helicopter that will fly over Northern and Central Valley levees with a contraption that looks like a missile dangling from it. That device will be used to evaluate the levee soil to determine how to best build and improve them with funds from the voter approved levee bonds.
