LIVE: THE GOVERNOR AND SUPPORTERS OF THE STATE PLAN TO USE 7 POINT 7 BILLION DOLLARS OF BONDS TO BUILD ADDITIONAL PRISON SPACE ARE CALLING ON FEDERAL JUDGES TO GIVE THAT PLAN A CHANCE BEFORE CAPPING THE NUMBER OF INMATES ALLOWED IN THE STATE PRISONS. PUBLIC SAFETY OFFICIALS THROUGHOUT CALIFORNIA SAY A CAP WOULD MEAN EARLY RELEASE FOR 30 TO 40 THOUSAND STATE PRISON INMATES.

VO: (:25) THE GOVERNOR, COUNTY SHERIFFS, POLICE CHIEFS, PROSECUTORS, REPUBLICAN ASSEMBLY MEMBERS, AND PROBATION OFFICERS GATHERED AT A SACRAMENTO COUNTY SUBSTATION TO DISCUSS WHAT COULD HAPPEN IF PRISONERS WERE RELEASED. LOCAL OFFICIALS IT WOULD OVERWHELM COUNTY JAILS THAT ARE ALREADY OVERCROWDED. SCHWARZENEGGER SAYS HIS AND THE LEGISLATURE'S PRISON REFORM PLAN WHICH CALLS FOR THE BONDS AND OUT OF STATE TRANSFERS IS CRUCIAL FOR REDUCING INMATES' RETURNING TO THE OVERCROWDED CORRECTIONS SYSTEM.

THAT LOBBYIST SAYS THE PRISON PLAN IS ILLEGAL BECAUSE IT AUTHORIZES BOND FUNDING THAT WASN'T APPROVED BY VOTERS AND THAT THE STATE DOES NOT USE CRITERIA CURRENTLY IN PLACE FOR DETERMINING WHICH INMATES WOULD POSE THE MOST RISK IF THEY WERE RELEASED.

STARTING THIS FALL, THE CALIFORNIA STATE UNIVERSITY SYSTEM IS OFFERING EDUCATIONAL DOCTORATE DEGREE PROGRAMS FOR THE FIRST TIME. ABOUT 150 STUDENTS WILL START TAKING COURSES NEXT WEEK AT SEVEN C-S-U CAMPUSES, HOPING TO COMPLETE THREE-YEAR DOCTOR OF EDUCATION DEGREE PROGRAMS.

FORMER CAL-STATE LONG BEACH PRESIDENT ROBERT MAXSON, WHO IS HELPING TO DESIGN AND IMPLEMENT THE DOCTORAL PROGRAMS AS A SPECIAL ASSISTANT TO C-S-U- CHANCELLOR CHARLES REED, SAYS THE GOAL IS TO IMPROVE TEACHING AT THE STATE'S ELEMENTARY, MIDDLE AND HIGH SCHOOLS, AND COMMUNITY COLLEGES
