LIVE: THE STATE SENATE AND ASSEMBLY ARE EXPECTED TO VOTE FOR A HEALTHCARE REFORM BILL TODAY THAT THE GOVERNOR HAS VOWED HE WILL VETO. THE DEMOCRATIC LEADERS IN BOTH HOUSES ASSUME THEY WILL THEN BE CALLED BACK FOR SPECIAL SESSION TO VOTE ON A COMPROMISE PLAN, SOME OF WHICH MAY REQUIRE VOTER APPROVAL.

VO: (:30) IN ANTICIPATION OF TODAY'S VOTE, BETWEEN 500 AND 1000 MEMBERS OF THE CALIFORNIA NURSES' ASSOCIATION JAMMED THE HALLWAYS OF THE STATE CAPITOL TO PROTEST THE SPEAKER'S AND PRO TEMPORE'S PLAN. SEVERAL LABOR UNIONS, SENIOR CITIZEN'S ORGANIZATIONS AND OTHER HEALTHCARE ADVOCATES HAVE ENDORSED THE PLAN. THE BILL CALLS FOR EMPLOYERS TO PAY SEVEN AND A HALF PERCENT OF THEIR PAYROLL TO FUND COVERAGE FOR THEIR WORKERS AND OTHERS IN THE STATE WHO ARE UNABLE TO AFFORD IT. FABIAN NUNEZ AND DON PERATA SAY THEIR PLAN WILL EXTEND COVERAGE TO 2/3 OF THE SIX AND A HALF MILLION CALIFORNIANS WHO DON'T HAVE IT. NURSES PROTESTING THE PLAN SAY TAXES TO FUND A PLAN ADMINISTERED BY THE GOVERNMENT IS THE ONLY SOLUTION TO PROVIDING UNIVERSAL COVERAGE.

SAYS: "WHOLE IDEA IS YOU HAVE COMPROMISE MANY COMPETING INTERESTS, WHO ARE ALL LEGITIMATE INTERESTS INCLUDING THEIRS. BUT IF YOU SAY IT'S MY WAY OR THE HIGHWAY, THEN YOU REALLY ELIMINATE YOURSELF FROM THE CONVERSATION. BUT I HASTEN TO POINT OUT THEY AGREED TO WAIT UNTIL NEXT YEAR TO PURSUE THAT BILL SO WHAT THEY'RE ASKING FOR TODAY IS DON'T YOU DO ANYTHING, WAIT UNTIL WE DO IT, THAT JUST DOESN'T WORK."

VO TAG: IF LAWMAKERS STAY PAST THIS WEEK'S LEGISLATIVE DEADLINE FOR SPECIAL SESSION, THEY WOULD HAVE TO VOTE ON ANY PROPOSAL THAT WOULD REQUIRE VOTER APPROVAL BY SEPTEMBER 28 TO BE ON THE FEBRUARY BALLOT. THE GOVERNOR'S OFFICE AND DEMOCRATIC LEADERS ARE SUGGESTING THEY WOULD PASS LEGISLATION THAT WOULD SET UP THE FRAMEWORK TO PROVIDE COVERAGE, AND THE VOTERS WOULD HAVE TO APPROVE A TAX ON HOSPITALS AND POTENTIALLY A SALES TAX OR OTHER FEES TO FUND THE PROPOSAL. REPUBLICANS SAY THEY WILL NOT APPROVE ANY HEALTHCARE REFORM MEASURE THAT RAISES FEES OR TAXES.

THERE'S A LOT OF FOLKS WHO WANT TO GET AWAY WITHOUT DOING IT. I THINK IT'S GOOD CORPORATE GOVERNANCE TO DO SO, BUT SHORT OF PEOPLE ACTING ON THEIR OWN GOOD WILL, YOU NEED TO PUT A MANDATE ACROSS THE GOVERNOR'S DESK TO GET THEM TO DO THAT."
