CALIFORNIA DEMOCRATS ARE STARTING A CAMPAIGN INTENDED TO DEFEAT A BALLOT INITIATIVE THAT COULD SPLIT THE STATE'S ELECTORAL COLLEGE VOTES. THE CALIFORNIA REPUBLICAN PARTY ENDORSED THE INITIATIVE AT ITS CONVENTION LAST WEEKEND.

THE ELECTORAL COLLEGE IS THE CONSTITUTIONALLY EMPOWERED GROUP OF ELECTORS THAT ELECT THE PRESIDENT 41 DAYS AFTER THE PRESIDENTIAL POPULAR VOTE EVERY FOUR YEARS. IN MOST STATES, INCLUDING CALIFORNIA, ALL THE ELECTORS FROM EACH STATE VOTE FOR THE CANDIDATE THAT WINS THAT STATE'S POPULAR VOTE. CALIFORNIA CURRENTLY TENDS TO FAVOR DEMOCRATIC PRESIDENTIAL CANDIDATES, BUT IF THE REPUBLICAN-ENDORSED INITIATIVE PASSES, 53 OF CALIFORNIA'S 55 ELECTORS WOULD BE DETERMINED BY THE WINNING PARTY OF EACH OF CALIFORNIA'S CONGRESSIONAL DISTRICTS. THAT COULD SHIFT ENOUGH DEMOCRATIC ELECTORAL VOTES TO THE G-O-P TO SEVERELY DIMINISH DEMOCRATS' HOPES OF WINNING THE WHITE HOUSE IN 2008. REPUBLICANS HOPE TO GATHER ENOUGH SIGNATURES TO QUALIFY THE INITIATIVE FOR THE JUNE 2008 BALLOT.
