THE CHAIRMAN OF THE ASSEMBLY PUBLIC SAFETY COMMITTEE WANTS GOVERNOR SCHWARZENEGGER TO SIGN A BILL CREATING A PILOT PROGRAM TO TRAIN PAROLED JUVENILE OFFENDERS FOR JOBS IN THE CONSTRUCTION INDUSTRY. ASSEMBLYMAN JOSE SOLORIO AND FORMER JUVENILE PAROLEES RALLIED THIS MORNING FOR THE GOVERNOR TO SIGN THE BILL.

IF THE BILL PASSES, 200 JUVENILE PAROLEES WOULD BE ENROLLED IN THE FEDERAL YOUTH BUILD PROGRAM, WITH TRAINS 18 TO 24 YEAR OLDS IN VOCATIONAL CONSTRUCTION SKILLS BY BUILDING AFFORDABLE HOUSING PROJECTS. SOLORIO SAYS THOSE JOB SKILLS WILL GREATLY INCREASE THE LIKELIHOOD JUVENILE PAROLEES WILL OBTAIN JOBS WHEN RELEASED. THE COST FOR THE PROGRAM IS ABOUT 10-THOUSAND DOLLARS FOR EACH PAROLEE, BUT SOLORIO SAYS INCARCERATING JUVENILES IS MUCH MORE EXPENSIVE, AND THE RECIDIVISM RATE FOR STUDENTS ENROLLED IN SIMILAR PROGRAMS IS 15 PERCENT, COMPARED TO THE 70 PERCENT RECIDIVISM RATE OF ADULT PRISON INMATES.

SAYS: "IT IS GOING TO BE A COMPETITIVE PROGRAM STATEWIDE, WE'RE LOOKING AT YOUNG PEOPLE THAT LEAVE THE DIVISION OF JUVENILE JUSTICE, AS WELL AS VARIOUS COUNTY PROBATION PROGRAMS, AND THAT'S PART OF WHAT THE ADMINISTRATION'S GOING TO DO, IS, UH, IS DECIDE WHAT COMMUNITIES WILL BENEFIT, BUT THEY'LL BE 200 STATEWIDE YOUTH, WE'LL ALWAYS ENVISION, YOU KNOW, WE'RE LOOKING AT MAYBE SIX TO TEN CITIES, THAT WOULD PARTICIPATE, BUT THAT'S SOMETHING THAT WOULD BE WORKED OUT BY THE ADMINISTRATION."
