THE FIRST PUBLIC HEARING ON WATER DURING THE LEGISLATIVE SPECIAL SESSION OCCURRED THIS AFTERNOON AT THE STATE CAPITOL. TODAY'S HEARING WAS SCHEDULED TO INCLUDE TESTIMONY FROM THE DELTA VISION TASK FORCE, HYDROLOGY AND LEGAL EXPERTS, REGARDING THE DELTA SMELT FEDERAL COURT DECISION THAT WILL REDUCE WATER PUMPED FROM THE SACRAMENTO-SAN JOAQUIN RIVER DELTA INTO THE CALIFORNIA AQUEDUCT AND BAY AREA WATER SYSTEMS BY AS MUCH AS ONE THIRD. AT A PRESS CONFERENCE BEFORE THE HEARING STARTED, DEMOCRATIC ASSEMBLY MEMBERS OF THE SPECIAL COMMITTEE ON WATER SAID WITH THREE ELECTIONS SCHEDULED FOR NEXT YEAR, THEY WOULD RATHER TAKE MORE TIME TO COMPLETE A WATER BOND PROPOSAL THAN RUSH THEIR WORK AND HAVE A BOND MEASURE READY FOR A BALLOT VOTE IN FEBRUARY. ASSEMBLYWOMAN LOIS WOLK SUGGESTED LOCAL WATER USERS SHOULD BEAR MOST FINANCIAL RESPONSIBILITY FOR NEW DAM CONSTRUCTION, RATHER THAN STATE TAXPAYERS. AT A SEPARATE PRESS CONFERENCE, ELECTED OFFICIALS FROM THE CENTRAL VALLEY RALLIED IN SUPPORT OF SB-3XX BY SENATOR DAVE COGDILL, (R-MODESTO) A NINE BILLION DOLLAR WATER BOND MEASURE THAT INCLUDES FIVE BILLION DOLLARS FOR NEW DAM CONSTRUCTION. FRESNO MAYOR ALAN AUTRY SAID NEW SURFACE WATER STORAGE SYSTEMS WILL BENEFIT THE ENTIRE STATE, SO IT'S APPROPRIATE FOR STATE TAXPAYERS TO HELP PAY FOR NEW RESERVOIRS.
