DEMOCRATS ARE UNWILLING TO COMMIT LARGE SUMS TO BUILD BONDS AND REPUBLICANS SAY THEY WON'T SUPPORT SOMETHING THAT DOESN'T PROVIDE ASSURANCES FOR ADDITIONAL SURFACE STORAGE.

IF THEY PASS THERE, THEY WILL BE HEARD TOMORROW MORNING IN APPROPRIATIONS AND PUT UP FOR A FLOOR VOTE LATER TOMORROW. THE PRESIDENT PRO TEMPORE ADMITS HE DOES NOT HAVE ASSURANCES THAT AT LEAST TWO REPUBLICANS REQUIRED FOR A TWO THIRDS VOTE WILL SUPPORT HIS PLAN. THE REPUBLICAN PLANS UP FOR A VOTE ARE LIKELY TO BE DEFEATED IN COMMITTEE THIS AFTERNOON, GIVEN THEY ONLY REQUIRE A SIMPLE MAJORITY FOR PASSAGE OUT OF COMMITTEE.

GIVEN A FEDERAL COURT JUDGE'S ACTION THAT WILL REDUCE PUMPING FROM THE DELTA, THAT COULD REDUCE SOUTHERN CALIFORNIA WATER SUPPLIES BY 30 PERCENT AND THE SOUTH SAN FRANCISCO BAY'S BY 60 TO 70 PERCENT, PERATA SAYS HE PREFERS ACTION FOR THE FEBRUARY BALLOT TO ENSURE WATER SUPPLIES AREN'T DRASTICALLY CUT.
