LIVE: AS EMERGENCY OFFICIALS MONITORING THE SOUTHERN CALIFORNIA FIRES NEAR SACRAMENTO BRIEFED THE MEDIA ON SUPPRESSION AND RECOVERY EFFORTS, THEY BECAME AWARE OF A 16TH FIRE BURNING NEAR SAN ONOFRE.

VO: (:25) THE JOINT INFORMATION CENTER AT THE OFFICE OF EMERGENCY SERVICES IN SACRAMENTO COUNTY IS ACTIVATED, TO KEEP TRACK OF EVACUATION EFFORTS AND RESOURCE DEPLOYMENT. 320 THOUSAND PEOPLE HAVE EVACUATED. EIGHT TO NINE THOUSAND OF THEM ARE AT QUAL COMM STADIUM IN SAN DIEGO. THE DIRECTOR OF THE FEDERAL OFFICE OF HOMELAND SECURITY IS TOURING QUAL COMM WITH THE GOVERNOR AND OTHER STATE AND LOCAL OFFICIALS THIS AFTERNOON.

VO TAG: MAJOR DISASTER DECLARATION REQUIRES THE LOSS OF MORE THAN 1000 HOMES AND MORE THAN 40 MILLION DOLLARS. THE O-E-S DIRECTOR SAYS HE HAS NOT YET BEEN ABLE TO ESTIMATE THE TOTAL COSTS FOR SUPPRESSION, SUPPORT AND RECOVERY EFFORTS. CENTERS ARE BEING SET UP WITHIN SHELTER AREAS TO ASSIST PEOPLE IN FINDING TRANSITIONAL HOUSING. FIRE FIGHTING RESOURCES THAT HAVE BEEN DEPLOYED INCLUDE A D-C 10 AIR TANKER AND A MARTIN MARS SUPER TANKER. THE NEVADA NATIONAL GUARD IS ALSO ASSISTING WITH AIR CRAFT AND OTHER WESTERN STATES HAVE BEEN CONTACTED IN CASE ADDITIONAL AIR RESOURCES ARE NEEDED. 1500 NATIONAL ARMY AND AIR NATIONAL GUARD MEMBERS ARE DEPLOYED TO THE FIRE. ANOTHER 1500 WILL BE CALLED TO ASSIST IF NEEDED. A BRIGADIER GENERAL FROM THE GUARD SAYS THERE ARE SUFFICIENT GUARDSMEN IN SPITE OF TROOPS THAT HAVE DEPLOYED TO IRAQ.

LIVE: ON SHORE FLOW IN THE SAN DIEGO AREA IS KEEPING WINDS AWAY FROM POWER LINES THAT WERE THREATENED BY FLAMES EARLIER TODAY. BUT A SPOKESMAN FROM THE CALIFORNIA INDEPENDENT SYSTEM OPERATOR, WHICH MANAGES THE ELECTRICITY GRID, SAYS A TRANSMISSION EMERGENCY STILL PERSISTS IN SOUTHERN CALIFORNIA.

MORE OPERATING ENGINEERS THAN USUAL ARE IN THE OPERATIONS CENTER AT I-S-O IN FOLSOM NEAR SACRAMENTO, TO HELP WITH CONTINGENCY PLANS IF A TRANSMISSION LINE IS LOST OR IN DANGER OF BEING LOST IN THE FIRES. THE SOUTHWEST POWER LINK, WHICH IS A MAJOR TRANSMISSION LINE BETWEEN ARIZONA AND SAN DIEGO REMAINS OUT OF COMMISSION, INITIALLY DUE TO FLAMES AND NOW BECAUSE IT CANNOT BE ACCESSED TO CLEAN FIRE RETARDANT OFF OF IT. I-S-O'S SPOKESMAN IS NOT SURE WHEN THAT LINE WILL BE OPERATIONAL AGAIN. RIGHT NOW, THEY ARE ASKING SAN DIEGANS TO CONSERVE IF POSSIBLE TO HELP AVOID POTENTIAL BLACKOUTS.
