HEALTH CARE HEARING VO/SOT

LIVE:

WHETHER STATE RESIDENTS SHOULD BE REQUIRED TO OBTAIN HEALTH COVERAGE REMAINS THE PRIMARY CONCERN FOR CRITICS OF GOVERNOR SCHWARZENEGGER'S HEALTH CARE REFORM PROPOSAL. THE ASSEMBLY HEALTH COMMITTEE CONDUCTED AN INFORMATIONAL HEARING ON THE GOVERNOR'S PROPOSAL TODAY AT THE STATE CAPITOL.

SUPER: TODAY/STATE CAPITOL/SACRAMENTO

VO: (:30)

THE GOVERNOR RELEASED HIS HEALTH CARE REFORM PROPOSAL IN BILL FORM ON OCTOBER 9TH FOR THE LEGISLATURE'S CONSIDERATION.

THE HEARING CHAMBER WAS PACKED WITH SPECTATORS, MOST OF THEM MEMBERS OF LABOR UNIONS. A COALITION OF UNIONS AND OTHER GROUPS CALLED "IT'S OUR HEALTHCARE," WHICH SUPPORTS A GOVERNMENT-MANAGED HEALTH CARE SYSTEM IS CONCERNED SOME PEOPLE WON'T BE ABLE TO AFFORD MANDATED COVERAGE, AND WANT BUSINESSES TO PAY FOR UNIVERSAL HEALTH CARE. BUSINESS GROUPS SAY UNLESS INDIVIDUALS FEEL THE IMPACT OF PAYING FOR THEIR HEALTH COVERAGE, HEALTH CARE COSTS WILL CONTINUE TO RISE FASTER THAN THE RATE OF INFLATION.

SUPER: ANTHONY WRIGHT/EXECUTIVE DIRECTOR/HEALTH ACCESS

SOT: (0:21)

SAYS: "WE BELIEVE THAT IT NEEDS TO BE SHARED RESPONSIBILITY, THAT INDIVIDUALS HAVE A PART TO PLAY. WE ARE, WE WOULD IMMEDIATELY TAKE THE DEAL THAT THE EMPLOYERS GET IN THIS, IN THESE PROPOSALS WHERE THEY GET A SET AMOUNT OF DOLLARS THAT THEY HAVE TO CONTRIBUTE TO THE HEALTH CARE SYSTEM, AND THEN AFTER THAT THEY CAN DO MORE IF THEY WANT BUT THEY DON'T HAVE TO. WHEREAS THE INDIVIDUALS CONTRIBUTION IS UNLIMITED."

SUPER: GARY TOEBBEN /LOS ANGELES COUNTY CHAMBER OF COMMERCE

SOT: (0:20)

SAYS: "WITHOUT ALL OF US HAVING A STAKE IN THE COST OF HEALTH CARE, AND HAVING TO MAKE HEALTH CARE DECISIONS, ON OUR OWN, BECAUSE IT AFFECTS OUR MONEY AS WELL AS OTHERS, THERE REALLY WILL NEVER BE ANY LONG TERM REDUCTIONS IN THE OVERALL COST OF HEALTH CARE. AND THAT IS A SIGNIFICANT PROBLEM WE ALL HAVE."

VO TAG:

THE IT'S OUR HEALTHCARE COALITION STAGED A RALLY OUTSIDE THE CAPITOL THIS MORNING BEFORE THE INFORMATION HEARING STARTED, THEN SET UP CHAIRS AND PROVIDED LUNCH TO COALITION MEMBERS AS THEY TOOK BREAKS FROM ATTENDING THE INFORMATIONAL HEARING.

EXTRA BITES:

SUPER: ANTHONY WRIGHT/EXECUTIVE DIRECTOR/HEALTH ACCESS

SOT: (0:10)

SAYS: "THE SOLUTION IS NOT TO REQUIRE PEOPLE TO BUY COVERAGE WITHOUT THERE BEING SOME GUARANTEE OR CONDITION THAT THE CARE IS AVAILABLE AND AFFORDABLE FOR CONSUMERS."

SUPER: GARY TOEBBEN /LOS ANGELES COUNTY CHAMBER OF COMMERCE

SOT: (0:35)

SAYS: "BUSINESS IS ALREADY SHARING MOST OF THE LOAD, THE BURDEN OF THE COST OF HEALTH CARE. AND WHAT GOT BUSINESS INVOLVED IN THIS CONVERSATION WAS BECAUSE HEALTH CARE INCREASES ARE DOUBLE-DIGIT, EACH AND EVERY YEAR, MUCH FASTER THAN BUSINESSES REVENUE IS GROWING, MUCH FASTER THAN OTHER COSTS, AND BUSINESS SAYS WE CANNOT SHOULDER THE COMPLETE BURDEN FOR HEALTH CARE ON OUR OWN. AND WHEN YOU LOOK AT PROGRAMS WHICH SIMPLY SAY LET SOLVE THE HEALTH CARE PROBLEM BY MAKING BUSINESS PAY FOR IT, THAT IS UNACCEPTABLE AND UNSUSTAINABLE."
