THE COMPILERS OF THE LIST SAY LEAVING CALIFORNIA'S G-O-P GOVERNOR OFF THE CONSERVATIVE LIST WAS A DIFFICULT DECISION BUT THAT SCHWARZENEGGER'S DEFIANCE OF LIBERAL ORTHODOXY LEAVES HIM IN A BETTER POSITION TO INFLUENCE THE LIBERAL SPHERE. SCHWARZENEGGER FINISHES IN THE LIST BETWEEN NUMBER SEVEN FILM MAKER MICHAEL MOORE AND NUMBER NINE OPRAH WINFREY.
