HIGH SPEED RAIL VO/SOT

LIVE:

THE ROUTE BETWEEN THE CENTRAL VALLEY AND THE SAN FRANCISCO BAY AREA FOR CALIFORNIA'S PROPOSED HIGH SPEED RAIL SYSTEM MAY BE DECIDED THIS WEEK. THE HIGH SPEED RAIL AUTHORITY'S EXECUTIVE DIRECTOR IS RECOMMENDING A ROUTE OVER THE PACHECO PASS THROUGH SAN JOSE AND UP THE PENINSULA TO SAN FRNACISCO, RATHER THAN THE ALTAMONT PASS AND ACROSS THE SAN FRANCISCO BAY.

SUPER: FILE/HIGH SPEED RAIL AUTHORITY VIDEO

SUPER: TODAY/ HIGH SPEED RAIL AUTHORITY/SACRAMENTO

VO: (:25)

THE HIGH SPEED RAIL AUTHORITY HAS BEEN DISCUSSING WHICH ROUTE TO CHOOSE FOR TWO YEARS. MEHDI MORSHED SAYS THE HIGHEST PRIORITY FOR CHOOSING THE ROUTE WAS ENSURING TRAINS COULD RUN AT THE FASTEST POSSIBLE SPEED, AND THAT PROPOSED STOPS ON THE ALTAMONT ROUTE MAKE THAT IMPOSSIBLE. HE ALSO SAYS LOCAL GROUPS ALONG THE ALTAMONT ROUTE ARE UNIFIED IN OPPOSING NEW RIGHT-OF-WAYS FOR A HIGH SPEED RAIL SYSTEM, AND THAT ENVIRONMENTAL REVIEWS AND PERMITS FOR AN ALTAMONT PASS ROUTE WOULD BE DIFFICULT AND EXPENSIVE TO OBTAIN.

SUPER: MEHDI MORSHED/EXECUTIVE DIRECTOR/HIGH SPEED RAIL AUTHORITY

SOT: (0:32)

SAYS: "IN ORDER TO USE ALTAMONT, WE HAVE TO HAVE A BRAND NEW AND HIGH LEVEL CROSSING OF SAN FRANCISCO BAY. AND THAT HAS SIGNIFICANT IMPACT ON WILDLIFE PRESERVE, WET LANDS, WATERWAYS AND THOSE DIFFICULTIES THAT WOULD POSE THEMSELVES IN TERMS OF GETTING PERMITS AND EVERYTHING WE NEED TO DO, IT WOULD MAKE IT VERY, VERY UNLIKELY WE COULD ACCOMPLISH THAT IN ANY, UM, TIME SOON."

SUPER: FILE/SACRAMENTO COUNTY ASSOCIATION OF GOVERNMENTS/SACRAMENTO

VO TAG:

THE CALIFORNIA HIGH SPEED RAIL AUTHORITY WILL HEAR MORSHED'S RECOMMENDATION AND VOTE ON THE PACHECO PASS ROUTE ON WEDNESDAY. A STATEWIDE MEASURE TO FINANCE CONSTRUCTION OF THE HIGH SPEED RAIL SYSTEM WILL BE ON THE NOVEMBER 2008 BALLOT. IF THE BALLOT MEASURE IS APPROVED, MORSHED SAYS HIGH SPEED RAIL SERVICE BETWEEN LOS ANGELES AND SAN FRANCISCO COULD BE OPERATING IN ABOUT TEN YEARS.

EXTRA BITES:

SUPER: MEHDI MORSHED /EXECUTIVE DIRECTOR/HIGH SPEED RAIL AUTHORITY

SOT: (0:33)

SAYS: "ALTAMONT PASS IS A VERY GOOD OPTION FOR SUPER-COMMUTE TYPE SERVICE, AND FOR POTENTIALLY SERVING SACRAMENTO TO THE BAY AREA. AND WE ARE RECOMMENDING THAT WE CONTINUE TO PURSUE THAT OPTION AND WORKING WITH ACE TRAIN AND CAPITOL CORRIDOR AND OTHERS TO FIND OUT WHAT CAN WE DO COLLECTIVELY TO IMPROVE SERVICE, AND MAKE IT POSSIBLE FOR OUR TRAIN TO ALSO UTILIZE IT GOING FROM SACRAMENTO INTO THE BAY AREA."

SOT: (0:17)

SAYS: "EACH ONE OF THEM HAS A LEVEL OF INTEREST A ND AL OF THEM ARE LOOKING AT PUTTING TOGETHER SOME KIND OF CONSORTIUM THAT INVOLVES THE FINANCING, THE EQUIPMENT PROVIDER AND THE CONTRACTOR TO KIND OF PACKAGE THE ENTIRE DEAL TO MAKE IT HAPPEN."

GOP HOUSE DIVIDED PKG

LIVE: THE STATE'S FIRST HUSBAND AND WIFE TO SERVE IN THE LEGISLATURE AT THE SAME TIME GENERALLY CONSIDER THEMSELVES POLITICAL ALLIES IN THE CAPITOL AND ON CAMPAIGNS OUTSIDE THE BUILDING. BUT WHEN IT COMES TO THE UPCOMING PRESIDENTIAL PRIMARY, THE TWO LANCASTER G-O-P LAWMAKERS HAVE A HUGE DIFFERENCE OF OPINION AS CAPITOL REPORTER VENUS STROMBERG EXPLAINS.

TRACK 1: ASSEMBLYWOMAN SHARON AND HER HUSBAND SENATOR GEORGE RUNNER WERE SWORN IN TOGETHER, CAMPAIGNED FOR A SUCCESSFUL VOTER APPROVED INITIATIVE TOUGHENING RESTRICTIONS ON PAROLED SEX OFFENDERS AND ARE CURRENTLY TRYING TO GATHER SIGNATURES FOR A BALLOT MEASURE TO INCREASE PENALTIES FOR GANG AND GUN CRIMES. BUT WHEN IT COMES TO PRESIDENTIAL PRIMARY POLITICS, THIS IS A G-O-P HOUSE DIVIDED. THE ASSEMBLYWOMAN IS THE WOMEN'S COALITION CHAIR FOR FORMER NEW YORK MAYOR RUDY GIULIANI'S CALIFORNIA CAMPAIGN.

SUPER: ASSEMBLYWOMAN SHARON RUNNER/R-LANCASTER

SOT: (:12)

SAYS: "I THINK GEORGE IS A LITTLE FRUSTRATED WHEN HE SEES HOW BUSY WE ARE AND HE GETS AN EMAIL ONCE EVERY COUPLE OF WEEKS, WELL IT'S A DIFFERENT KIND OF STRATEGY, YOU KNOW SO WE TEASE A LOT, DIFFERENT KIND OF STRATEGY HEY DID YOU TALK TO YOUR CANDIDATE TODAY?"

TRACK 2: SENATOR RUNNER IS SUPPORTING FORMER REPUBLICAN U-S SENATOR AND ACTOR FRED THOMPSON.

SUPER: SENATOR GEORGE RUNNER/R-LANCASTER

SOT: (:07)

SAYS: "NOW FRED YOU KNOW WAS KIND OF SLOW GETTING IN (SHARON LAUGHS) BUT THAT MADE IT WEIRD FOR A WHILE SINCE HE REALLY WASN'T IN YET."

SUPER: ASSEMBLYWOMAN SHARON RUNNER/R-LANCASTER

SOT: (:03)

SAYS: "WE HAVE TO HAVE FUN WHERE WE CAN SO WE TEASE ABOUT OUR CANDIDATES."

TRACK 3: THIS ISN'T THE FIRST TIME THE RUNNERS HAVE HAD A DIFFERENCE OF OPINION IN HIGH PROFILE RACES. THE SENATOR SUPPORTED FORMER LOS ANGELES MAYOR RICHARD RIORDAN IN THE 2002 GUBERNATORIAL PRIMARY, WHILE THE ASSEMBLYWOMAN WAS PULLING FOR THE EVENTUAL UNSUCCESSFUL G-O-P NOMINEE BILL SIMON, CONSIDERED THE MORE CONSERVATIVE CANDIDATE.

SUPER: ASSEMBLYWOMAN SHARON RUNNER/R-LANCASTER

SOT: (:12)

SAYS: "MAYBE I SAW WHAT HAPPENED IN THE BILL SIMON, RIORDAN RACE. RIORDAN MIGHT HAVE HAD A CHANCE TO BEAT GRAY DAVIS AT THE TIME AND BECAUSE GRAY DAVIS WON AND WE HAD THE RECALL AND ALL OF THAT STARTED."

TRACK 4: THE COUPLE PUTS THEIR PRESIDENTIAL POLITICAL DIFFERENCES IN PERSPECTIVE.

SUPER: SENATOR GEORGE RUNNER/R-LANCASTER

SOT: (:13)

SAYS: "I THINK IT'S VERY HEALTHY ONE OF THE THINGS I THINK PEOPLE APPRECIATE ESPECIALLY BEING THE FIRST HUSBAND-WIFE TEAM ELECTED TO THE LEGISLATURE, WE THINK IT'S GOOD TO INDICATE HEY WE'RE DIFFERENT PEOPLE."

TRACK 5: THOUGH ADMITTEDLY NOT AS DIFFERENT AS CALIFORNIA'S FIRST COUPLE.

SUPER: ASSEMBLYWOMAN SHARON RUNNER/R-LANCASTER

SOT: (:09)

SAYS: "THEY'RE REALLY A LITTLE BIT DIFFERENT, (GEORGE) THAT WOULD BE A LITTLE HARDER TO LIVE WITH. (SHARON) I WOULD THINK THEIR DISCUSSIONS ARE A LITTLE DIFFERENT THAN OURS."

SUPER: VENUS STROMBERG/REPORTING (NO STANDUP)

TRACK 5: THE RUNNERS WILL BE BACK ON THE SAME TEAM WHEN IT COMES TO SUPPORTING WHOEVER THE EVENTUAL G-O-P NOMINEE HAPPENS TO BE. AT THE STATE CAPITOL, I'M VENUS STROMBERG.
