Nearly two-thirds of small business operators in California are cautiously optimistic about the future of their businesses and the economy, according to the latest American Express OPEN Small Business Monitor, released each spring and fall since 2002.
According to the latest survey, 65 percent of business owners in California have a positive view of the economy, up from 59 percent a year ago.
Fifty-four percent of California business owners plan to make capital investments over the next six months, up from 50 percent in the spring.
The changes brought this year by the federal Affordable Care Act were evident in the survey results: Thirty-seven percent of California business operators said they offer health care benefits to employees, down dramatically from 63 percent in spring this year.

Fifty-four percent said that the economy stresses them out, up from 49 percent in the spring.
