Historically Black College tour in Rocklin

The Historically Black College and University Caravan Tour will be on the Rocklin campus of Sierra College to meet with students planning to transfer to four-year colleges and universities as part of its tour of five California colleges. Students can meet one-on-one with recruiters from 22 campuses nationally. Students can bring transcripts and submit applications. Application fees will be waived. Scholarships will be available. Utility commission to discuss rates

Sacramento’s Utilities Rate Advisory Commission will meet to discuss proposed increases in wastewater and water rates of nearly 45 percent by 2019. The panel last month delayed making a recommendation to the City Council after residents expressed concerns about the steep increases. City officials say Sacramento needs the money to pay for installing water meters. The commission is scheduled to meet at 5:30 p.m., Council Chambers, 915 I St., Sacramento.

RT seeks feedback on fares

The public is invited to provide feedback on proposed Regional Transit fare changes at an open house from noon to 7 p.m. at the Mills Building at Mather Field, 2900 Mather Field Road, Rancho Cordova. Transgender Latina activist to speak

Sacramento State is exploring diversity with a series of events this semester, including a lecture by transgender Latina activist and organizer Jennicet Gutiérrez. Gutiérrez, from Mexico, is best known for revealing the plight of transgender women in immigration detention centers. The event is scheduled for 3 to 4:15 p.m. in the University Union, Foothill Suite.

Lecture on the brain

Stanford University professor Karl Deisseroth will speak on “illuminating the brain in health and disease” at the UC Davis MIND Institute’s distinguished lecturer series, 4:30 p.m. 2825 50th St., Sacramento.
