A 39-year-old West Sacramento man has been arrested on charges of sexually assaulting a 4-year-old boy in a bathroom during a church prayer service, authorities said Saturday.
West Sacramento police Sgt. Roger Kinney said Rolis Wheeler was taken into custody by detectives Oct. 27 following an investigation into the assault in the restroom of an elementary school that was the site of a Sunday prayer service on Oct. 23.
Kinney said Wheeler, who has appeared in Yolo County Superior Court on charges of kidnapping and sexual assault of a minor under 10, is being held in lieu of $2 million in bail for what police called a “horrific” attack.
Police said a local congregation – New Discovery Christian Church – was holding a prayer service at an elementary school when Wheeler assaulted the child after the 4-year-old got up to go to the bathroom. The school, Riverbank Elementary School, wasn’t in session at the time but its facilities were being used for the service.

Kinney said the boy’s family “clearly noticed that was something was wrong” when the child came back from the restroom.
“It is a horrific tragedy for this 4-year-old boy,” Kinney said. “When something like this occurs, you can certainly be scarred for the rest of your life. The detectives who are working on this have children, and this certainly has had an effect on them.”
Kinney said authorities don’t believe there are other victims in the case but are continuing the investigation.
