'Most wanted' sex offender from Texas may be in Redding area, police say

Redding police are asking residents to be on the lookout after authorities received a credible tip that a sex offender on a Texas "Most Wanted" list may be in the area, the department said Friday.

Shawn Monroe Cowan, 43, is wanted for a parole violation and sex offender registration violation following his 2011 conviction on charges of indecency with a child. The charges stemmed from "an incident involving a 9-year-old girl," authorities said.

In May 2017, Cowan registered as a sex offender in Beaumont, Texas. Police said that Cowan disappeared after registering.

Previous charges against Cowan include possession of a controlled substance, larceny, theft, forgery, credit card abuse and making a false report to a police officer, according to police records.

Police said Cowan should be considered armed and dangerous.

Cowan is a white male, approximately 6-foot-1 and 245 pounds, with tattoos on his chest, left calf, upper arms, shoulders and thighs. Cowan also has scars on his left leg and right forearm.

Redding police are encouraging anyone with information regarding Cowan's whereabouts to call the department at 530-225-4200.
