Woman arrested for allegedly dumping trash near I-80

Sacramento police arrested a woman Tuesday for allegedly dumping garbage near Interstate 80.

The arrest stems from an incident in February, in which a witness reported illegal dumping on Dry Creek Road near the interstate, according to a news release by the city of Sacramento.

Oksana Lyamin, 26, was identified as the suspect based on a physical description and license plate number provided by the witness.

The City Attorney’s Office issued a misdemeanor arrest warrant for Lyamin on Tuesday. Sacramento police found her hiding in the closet at a residence on the 1100 block of Odonnell Avenue near Dry Creek Road.

Lyamin was booked at the Sacramento County jail and also is facing charges for an unrelated misdemeanor arrest warrant.

If convicted, Lyamin faces penalties of up to six months in jail and/or a $1,000 fine, said Gustavo Martinez, Supervising Deputy City Attorney.

Lyamin’s arrest marks the first since the city’s Report Illegal Dumping campaign went into effect on July 5. Rewards of between $500 and $1000 are available for information leading to either a citation or a misdemeanor conviction for dumping violations, according to the campaign’s website. The witness who reported the dumping may be eligible for a reward if Lyamin is convicted.

Her arrest “shows that the city means business,” said city spokeswoman Erin Treadwell. “If we have evidence about an illegal dumper, we will pursue them to our maximum ability.”

In the past year, the city’s Recycling and Solid Waste Division responded to 8,000 reports of illegal dumping on the streets, which prompted the city to step up its enforcement, according to a news release.

The city asks residents to call 311 to report trash piles or offer information. Violators can face fines of $100 to $25,000 through an administrative citation, depending on the severity, Martinez said. If criminally convicted, penalties will look similar to those faced by Lyamin.
