A quick-thinking theft victim and some smart cops with smart phones helped recover a stolen bike in Roseville.
The episode began about 1:30 p.m. Monday in the 300 block of Cirby Way when a woman saw somebody riding away with a bike she had borrowed from a neighbor to use as transportation.
She quickly snapped a cell phone photo from a distance as the thief rode away. A responding officer thought the thief might be a transient so he texted the photo to a fellow officer who specializes in the homeless.
That officer recognized the thief. The thief and the bike were later found where the homeless man spent much of his time.

The victim, happy to have the bike returned, declined to press charges. The officer, instead of making an arrest, had a discussion with the thief about trespassing and stealing, according to a police department newsletter.
