Police detectives arrested two people on homicide charges in the death of a 7-year-old girl who was found unresponsive and with injuries Monday morning at a west Roseville home where another child was found injured.

About 7:30 a.m. Monday, officers were called to the home in the 200 block of Oahu Court in the Fiddyment Farm neighborhood off North Harden Parkway and Holt Parkway.

Medics initially were called to the home where an adult resident reported the 7-year-old girl was unresponsive. Officers arrived and found the girl inside the home, and it appeared she had injuries, said Sgt. Nick Gaines, a Roseville Police Department spokesperson.

Gaines said the girl was taken to a hospital, where later she was pronounced dead.

Officers searched the home and found a 5-year-old girl in a bedroom who also had injuries. Gaines said the 5-year-old girl was taken to a hospital for treatment. Police did not release any details about her condition. Two other children were asleep inside the house and were not injured.

“Detectives are actively investigating this incident, and it will be ongoing as we are investigating anyone who may have knowledge surrounding this unfortunate event,” Gaines said in a news release.

In a Monday evening update, the Police Department announced that detectives had arrested the girls’ mother, Jessica Savangsy, 26, on suspicion of homicide, child abuse and criminal conspiracy in her daughter’s death.

Detectives also arrested Retuquel Dupree, 27, a former Citrus Heights police officer and Savangsy’s boyfriend. Dupree also faces charges of homicide, child abuse and criminal conspiracy in the girl’s death.

Roseville police said Savangsy and Dupree lived together at the Roseville home where Savangsy’s daughters were found injured Monday morning.

“There are many questions I know everyone has regarding this case,” Gaines said in the statement. “It’s important to remember the investigative process will enable us to provide more detail at a later time. Also, please understand there are investigative processes that require some information not be released to maintain the integrity of the investigation.”
